Energy and Environment Partnership for Southern and East AfricaThe 14th Energy and Environment Partnership Africa (EPP) invites applications from early stage off-grid and on-grid clean energy projects in active development phase in Southern and East Africa. The program is looking for projects with strong Concept Innovation, Development Impact and Business Model & Financial Sustainability.

The objective for EEP Africa is to enhance development, investment and access to clean energy  with particular focus on impacting and benefiting poor and underserved groups. The Fund achieves this through providing early stage and catalytic financing and other forms of support to a diversified portfolio of clean energy projects, diversified in terms of technologies, countries, scope and type of investment, business models and beneficiaries, with particular focus on reaching poor, vulnerable and disadvantaged groups.

Eligibility criteria

Energy and Environment Partnership Africa aims to fund the following types of organizations:

  • Private companies including start-ups
  • Non-profit and social enterprises
  • Research Institutes
  • All applicants must be registered legal entities at the time of the Concept Note submission and need to demonstrate credible local engagement.

Funding information

The Energy and Environment Partnership Africa Innovation Window considers financing requests in the range of EUR 200,000 — 1,000,000 with a progressive co-financing share of minimum 30% of the total project budget. Financing requests below EUR 500,000 will in most cases be treated as a grant. Any amount of financing exceeding EUR 500,000 will automatically be considered as a repayable grant and require a minimum 50% co-financing share.

How to apply

Applications for Energy and Environment Partnership Africa will be reviewed in a two stage process: Concept Note and Full Proposal.


All submitted Concept Notes will first be screened for eligibility and subsequently
evaluated based on the three key criteria (Concept Innovation, Development Impact and
Business Model & Financial Sustainability). Based on the evaluation selected applicants
will be invited to Full Proposal stage



The Full Proposal will be subject to a final technical evaluation and comprehensive due diligence review. Based on the evaluation and comprehensive due diligence process, the EEP Investment Committee will make the final selection of projects for financing. The Investment Committee may propose adjustments or improvements to the project design.
