 Introduction

ActionAid Rwanda (AAR) is an Associate of ActionAid International (AAI), an anti-poverty agency working with poor in Rwanda since 1997. ActionAid Rwanda’s vision for women’s economic empowerment is of a world in which women have equal access to and control over resources and opportunities, including control over their time and their income. Across all societies, this vision is far from realized due to a combination of interlinked social, economic and political factors. ActionAid believes that prevailing gender norms and power relations which justify women’s heavy workload and limited control over productive resources must be challenged if the economic participation of women is to be improved. A balance between paid work and unpaid care work (UCW) would enable women to have the time to participate equally in society and the economy. It is with the above context that ActionAid Rwanda, under FLOW II Project, seeks to recruit three (3) new staff to support the Project implementation for the two remaining years 2019-2020.

 Purpose of the recruitment of new staff

To contribute to the achievement of FLOW II overall goal especially in the monitoring of budget utilization, implementation of activities and documenting and monitoring the impact of the project on a regular basis.

 MAJOR REQUIREMENTS

Title: Project Finance Officer

Reports to: FLOW II Project Accountant

Job location: KIGALI AAR head Office

Job Purpose

  • To ensure the financial integrity of the Dutch’s MoFA funded Project called: Promoting Opportunities for Women Empowerment and Rights (POWER)
  • To provide consolidated financial plans and reports for the project as needed within the requirements of donor and Project Management/Accountability teams.
  • The role is primarily to support the Project Accountant of the POWER Project in Rwanda to implement and monitor financial related activities on a timely basis.

Key Duties and responsibilities

  • Prepare timely and accurate financial reports in line with narrative reports that meet the requirements of the Dutch Government.
  • Work closely with the Project Accountant, Finance Manager, Head of Finance and the Project Manager to facilitate quality financial reporting and audits as well as implementation of all audit recommendations.
  • With the support of Project Accountant, prepare quarterly consolidated financial reports, and ad hoc financial reports, as required by the Project Accountant, Project Manager and/or Project Accountability Teams (PAT)
  • Submit quarterly reports to the Project Accountant responsible for oversight to ensure adherence to the donor requirements.
  • To ensure that project cash flows (income, expenditure and fund transfers) are managed in a timely and accurate manner
  • To carry out Grant monitoring by visiting partners to check physical documentation to ensure donor compliance.
  • To prepare the disbursements of funds and dairy payments to suppliers on daily basis.
  • To support the partners to monitor the budget utilization and communicated any issues upward from partners and AAR.
  • Examine whether the partner funds received have been used accordingly with respect of the budgets and others documents and to explain deviations and advise your line manager accordingly
  • Ensure all audit trails is adhered to and facilitate internal and external audit processes in relation to the project and ensure audit requirements are monitored thought out the period your responsible for mainly at the end of the year.
  • Ensure all financial documents are on file with all supporting documents attached for audit purpose.
  • Provide ongoing financial risk analysis and recommendations of risk management strategies
  • Facilitate internal and external audit processes in relation to the project and ensure audit requirements are monitored throughout the project
  • To support country programmes to fulfill the requirements for internal and external audit
  • Ensure local partners to understand the financial requirements of the project and have systems that can meet these

Essential
Education/Qualifications

  • Experienced in using accounting software appropriate for a large international organization
  • Advanced Excel skills
  • A strong commitment to ActionAid’s values

Skills/Abilities

  • Strong analytical, financial reporting, and presentation skills with the ability to present complex issues clearly and concisely
  • Proven ability to work in an accountable and flexible way in an international organization
  • Experience of delivering participative training to local partner staff
  • Requires cross-cultural experience, understanding, and sensitivity of gender issues.
  • Excellent skills in written and spoken English, as well as spoken Kinyarwanda
  • Ability to work and communicate effectively with a variety of partners (community members, partner NGOs, government and donor agencies, etc.)

  • Must be strong in creativity and taking an initiative
  • Able to work effectively in a diverse team environment
  • A self-motivated person able to work without close supervision
  • Strong interpersonal skills and adaptability

Desirable
Education/Qualifications

  • Master’s in accounting or Finance with working experience of at least 2 years
  • Having CPA/ACCA

Experience

  • Experience in developing financial operational systems and schedules
  • Excellent financial management and administration skills

Skills/Abilities

  • Some knowledge of issues related to unpaid care work and agroecology in Rwanda

Personal Qualities

  • Effectively demonstrate and promote the mission, values, and objectives of ActionAid Rwanda
  • Proven self-leadership qualities
