CORPORATE COMMUNICATION DIVISION

1. Senior Economist, Policy Communication

a)Job Summary

communication is a key policy tool that supports the effectiveness of monetary policy. The Senior Economist, Policy Communication will therefore be responsible in coordinating the overall policy communication of the National Bank of Rwanda to support the price stability objective of the Bank.

b) Key duties and responsibilities

  • Provide analysis, reporting, talking points and policy briefing on macroeconomic issues, and other key policy aspects, to Management;
  • Lead the economic literacy program of the National Bank of Rwanda by engaging target groups on key economic issues and the overall work and remit of BNR;
  • Work closely with the Monetary Policy directorate during MPC processes, prepare key policy documents for the MPC, review and communicate decisions to the public;
  • Work closely with the Financial Stability directorate during FSC processes, prepare key policy documents for the FSC, review and communicate decisions to the public;
  • Provide expert advice on all economic research, analysis and policy publishing matters and work with partners to disseminate BNR’s intellectual capital to its target audiences;
  • Manage the presentation of BNR’s research and economic analysis and communicate this to the Bank’s target groups;
  • Develop and create communications to the Bank’s external and internal audience on key BNR policy issues.

c.Skills and competencies required

  • Deep knowledge of the Rwandan and global economy and financial issues; ability to analyze latest economic developments; excellent skills and judgment to gauge opportunities and challenges presented by these developments;
  • Broad understanding of the objectives of the National Bank of Rwanda, its priorities and operations. In-depth knowledge of Monetary Policy processes and financial stability is a plus;
  • Excellent communication, as well as negotiation/influencing/advocacy, skills in interacting with internal and external stakeholders at all levels, including with Management;
  • Possess strong oral and written communication skills, ability to express complex ideas to the public and articulately communicate technical aspects of BNR policy to non-technical audiences, and quickly respond to questions regarding BNR’s policies in a clear manner;
  • Ability to coordinate activities that include a wide range of departments in BNR. The role will require a day-to-day interaction with departments, the individuals should therefore have the capacity to interact and quickly grasp various technical aspects to brief and advise Management for decision-making.

d) Education and Experience Requirements

  • A master’s degree in Economics
  • 3 years’ experience of relevant professional experience

2. Analyst, Policy Communication

a) Job Summary

Communication is a key policy tool that supports the effectiveness of monetary policy. The Analyst, Policy Communication will therefore be responsible for supporting the team in to coordinate policy communication activities.

b) Key duties and responsibilities

  • Support the Senior Economist, Policy Communication in research, data and information collection, and formulation of talking points and policy briefs for management;
  • Collect and design content for economic literacy activities and work closely with the digital communication team in creating products from the content, for public consumption;
  • Responsible for managing BNR’s relations with the print, broadcast, and Internet media, responding to questions and requests from the press and also proactively providing information to editors and reporters on issues that concern BNR;
  • Organize press briefings, press events, monitor, analyze, and disseminate news to internal staff and management;
  • Work closely with digital communications team to use modern public relations approaches and tools to create and implement innovative programs and channels that enable greater reach of messages and enhanced audience engagement;
  • Lead the communications regular, data-driven planning and assessment program;
  • Develop and maintain effective working relationships with appropriate internal staff and external contacts;
  • Lead BNR’s branding activities and projects.

c) Skills and competencies required

  • Good knowledge of the Rwandan economy, the global economy and economic policy issues;
  • Good understanding of the National Bank of Rwanda, its core objectives and its policy tools;
  • Basic knowledge in macroeconomics, microeconomics, financial markets and financial stability;
  • Strong oral and written communication skills as well as good knowledge in design and corporate branding;
  • Ability to quickly grasp technical aspects of central bank policy and communicate them to target groups;
  • Good interpersonal skills, ability to create and maintain relationships with both internal and external stakeholders.

3.Senior officer, Project management (Re-Advertised position)

a)Job Summary

Manage and coordinate development, implementation and evaluation of complex projects to achieve project outcomes and support the achievement of the Bank objectives

  1. Key duties and responsibilities
  • Manage and oversee all aspects of project planning, development and implementation for a range of projects, including project initiation, developing project plans, coordinating resources, managing budgets, meeting reporting requirements, and supporting project-related activities, to ensure project outcomes are achieved on time, on budget, to quality standards and within agreed scope in line with established agency project management methodology;
  • Monitor and evaluate all aspects of project implementation, including risk and contingency management, benefits realisation, project impact and quality measures, to identify and address issues, assess project progress and effectiveness, and achieve project outcomes;
  • Manage a project team (s), ensuring compliance with governance and quality requirements, to successfully deliver all key project (s) milestones and outcomes
  • Undertake research and formulate recommendations to support evidence based project planning and decision making
  • Establish and maintain stakeholder relationships through effective communication, negotiation and issues management to engage stakeholders and ensure project deliverables are met
  • Provide advice and information to directorate/department and stakeholders on emerging project issues and to support project development and delivery in line with established plans, budgets, timeframes, policy objectives and other project and priorities
  • Support the Bank in analyzing the strategic plan and market environment in order to anticipate required projects responding to the dynamic environment conditions;
  • Provide technical support in project planning, execution and controlling according to international best practices in project management

c) Education and Experience Requirements

  • Master’s degree in project management, strategic management, financial management or other related field. Professional Certification in Project Management will be an added advantage
  • Have at least five (5) years’ experience in project management domain in a recognized institution implementing different projects

4.Analyst, Policy and development (1 Position)

a)Job Summary

To collect, analyze and interpret payment systems data as well as set policies to enhance efficiency and safety.

b) Key duties and responsibilities

  • Participate in the development of legal and regulatory frameworks to enhance safety and efficiency of the national payment systems;
  • Perform periodic assessment of the legal and regulatory frameworks to ensure adequacy;
  • Develop and review rules, regulations and guidelines for specific payment, clearing and settlement systems, and instruments;
  • Collect, analyze, and interpret payment systems data/ information from payment systems service providers such as supervised financial institutions and non-supervised institutions and recommend improvements deemed necessary;
  • Monitor performance and trend of payment systems and instruments;
  • Prepare periodic (monthly, quarterly and annual) oversight reports and ad-hock reports as may be required;
  • Maintain and update information on all payment, clearing and settlement systems;
  • Perform assessment of payment, clearing and settlement systems against the Principals for Financial Market Infrastructures; and
  • Provide technical support to industry initiatives and the National Payment Council; and
  • Carry out such other duties as may be assigned from time to time.

To perform payment systems oversight through data collection, analysis, through monitoring and compliance assessment to enhance efficiency and safety

b) Key duties and responsibilities

  • Perform on-site and off-site assessment activities of payment, clearing and settlement systems;
  • Collect and analyze payment, clearing and settlement systems incidents;
  • Assess payment, clearing and settlement systems against the Principals for Financial Market Infrastructures;
  • Perform periodic national payment systems risks assessment and analysis, and make recommendations mitigating measures;
  • Carry out analysis and assessment of new payment systems and institutions;
  • Conduct on-site and off-site examination of payment systems and institutions;
  • Draft periodic (monthly, quarterly and annual) oversight reports and ad-hock reports as may be required; and
  • Cary out such other duties as may be assigned from time to time.

c.Education and Experience Requirements

A Bachelor’s degree in Commerce, Economic, ICT or Business Administration.
