Background

YouthConnekt is a successful multi-faceted programme initiated in 2012 by the Government of Rwanda through the Ministry of Youth and ICT (MYICT) in partnership with the One UN Rwanda – under UNDP’s Youth and Women Employment Programme. It involves several other partners from the public and private sector and the UN.

The Platform seeks to empower young people, connect them with leaders from the public and private sectors and civil society, and forge partnerships that can provide employment and entrepreneurship opportunities as well as internships, mentorships, training, coaching, etc. The platform also raises youth awareness of job opportunities, business incubation centres, financial products and services, and more. By combining elements of skills development, entrepreneurship, access to jobs and finance, awareness raising on issues related to youth development, and promotion of youth citizenship through community work and inclusion in local and national policy dialogue, the YouthConnekt Initiative has proven to be a very innovative and effective way of facilitating the demographic transition, promoting civic engagement, and creating high productive off-farm jobs.

UNDP is now supporting the Government of Rwanda (GoR) in setting up a YouthConnekt Africa Hub to scale up YouthConnekt in Rwanda and facilitate its roll out across Africa.

Under the guidance and direct supervision of the PEU Team Leader and working closely with the Resident Representative/Country Director, the Programme Analyst Youth Connekt will hold primary responsibility for the management of the UNDP Rwanda Youth Connekt programme and any other initiatives within the thematic/sectoral areas assigned. The Programme Specialist will support the UNDP Country Office, UNCT, UNDP Regional Centre in Addis, Government of Rwanda and other partners to operationalize the YCA Hub and to scale-up the initiative across the continent. The Analyst will also analyze social and economic trends and lead the formulation, management and evaluation of programme activities within his/her portfolio. He/she also provides policy advisory services.

The Programme Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQ staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

The incumbent will be responsible for supporting the UNDP Rwanda Youth Connekt programme, ensuring that all programme activities are implemented in a timely, efficient and politically sensitive manner. He/she will support partnership building and resource mobilization for the initiative and for any other assigned activities within the portfolio. The specific roles and responsibilities of the PO – Youth Connekt are as below.

Duties and Responsibilities

Summary of functions

  • Programme Implementation and Planning functions: (30%);
  • Creation of strategic partnerships and implementation of the resource mobilization strategy (20%);
  • Provision of top quality advisory services and facilitation of knowledge building and management (20%);
  • Effective management of the Youth Connekt programme and other activities assigned within the thematic/sectoral areas (10%);
  • Undertake other tasks as may be assigned: (20%).

Programme Implementation and Planning functions: (30%)

  • Together with the Youth Connekt Africa Hub and Ministry of Youth, coordinate the overall implementation of the initiative as per the annual work plan (AWP). The incumbent will support the Youth Connekt Steering Committee and Project Implementing Unit to ensure an inclusive, participatory and transparent implementation process. He/she will also ensure the delivery of resources and results according to planned targets, and that activities are aligned with the UNDP Country Programme and UN Development Assistance Plan;
  • Ensure that the execution of related activities is consistent with the initiative’s objectives and plans, integrated with other activities and is relevant to the youth development context of Rwanda; s/he will also contribute to the development of risk/contingency plans to address anticipated challenges;
  • Prepare and provide regular updates to the Head of Unit and CO senior managers on the progress of the initiative(s) and recommend strategic interventions to ensure robust implementation; support the key stakeholders to ensure quality inputs and outcomes are met in a timely manner; as well as building UNDP reputation for quality design and reliable delivery;
  • Actively work with UNDP gender and social inclusion advisors to develop and implement strategies to promote gender equality and social inclusion in Youth Connekt and other assigned initiatives;

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results (20%):

  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society on Youth Connekt and any other initiative within assigned thematic areas. This will be based on UNDP’s strategic goals, the country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new components/projects related to Youth Connekt or other designated programmes; active contribution to the overall office effort in resource mobilization;
  • Support/collaborate with the Project Implementation Unit and UNDP CO communications team in the preparation of timely reports and stories on progress, achievements and challenges, as well as other PR/communications activities to give visibility to the programme(s);

Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results (20%):

  • Identification and synthesis of best practices and lessons learnt directly linked to Youth Development/Youth Connekt and other country office priority thematic issues;
  • Support to development of policies and strengthening of institutions that can address identified challenges in collaboration with the Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations/ projects staff on programme issues in the assigned portfolio areas;
  • Provide technical support and advice to other countries interested in joining the Youth Connekt programme.

Ensures effective management of the Youth Connekt programme and other activities assigned within the thematic/sectoral areas, focusing on quality control from formulation to implementation of the programme(s) to achieve the following results (10%):

  • Effective application of RBM tools, establishment of management targets and monitoring achievement of results;
  • Design and formulation of CO programmes within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Initiation of a project, presentation of the project to PAC, entering project into Atlas (in small offices), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Specialists can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects;
  • Financial and substantive monitoring and evaluation of the project(s), identification of operational and financial problems, development of solutions. Participation in audit of NEX projects;
  • Follow up on audit recommendations. All exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

Undertake other tasks as may be assigned: (20%):

The programme Analyst will be expected to support other strategic initiatives within the Country Office including, but not necessarily limited to, the CO’s Gender Seal Certification work, and well as work on Disaster Risk Reduction.

Required Skills and Experience

Education

Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience

2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

Solid familiarity with youth development initiatives would be a distinct advantage.

Prior experience working within the UN development system preferred

Language requirement

Fluency in English is required.

Fluency in French highly desirable
