The USAID/Rwanda Hinga Weze Activity (Hinga Weze, or “HW”) is releasing a Request for Applications (RFA) to award grants in support of its activities. The grants will be awarded and implemented in accordance with the USAID and US Government regulations governing grants and Hinga Weze internal grants management policies.

This RFA seeks to solicit applications from Rwandan-based organizations for activities aimed at providing affordable financial services for market-oriented smallholder farmers within the Hinga Weze value chains and districts.

Hinga Weze investments in individual grant activities are anticipated to range from $10,000 – $50,000 USD. CNFA/Hinga Weze will be evaluating and awarding applications in two phases: Phase 1 applications will be due by March 1, 2019. All applications received between March 2, 2019, through May 24, 2019, will be evaluated as Phase 2 applications. Applications submitted in Phase 1 and selected for award will have an anticipated period of performance of 1.5 – 2 years, from mid/late April 2019 to mid/late April 2021 (at the latest). Applications submitted in Phase 2 and selected for award will have an anticipated period of performance of 1.5 – 2 years, from August 2019 – August 2021 (at the latest). All grant activities will fall within this timeframe, so applicants should plan their activities accordingly.

Entities Eligible to Submit Applications Include:

  • Financial Institutions: Commercial banks, microfinance banks, microfinance institutions (MFIs), and savings and credit cooperatives (SACCOs);
  • Non-Bank Finance Providers: Input suppliers such as agro-dealers and seed multipliers, aggregators, irrigation/postharvest equipment manufacturers/suppliers and service providers and other entities willing to extend financial services including credit to farmers in Hinga Weze districts of operations.
