About the programme

The international Master’s programme “Educational Quality in Developing Countries” (IMPEQ) is offered by the University of Bamberg as a professional development program in a blended-learning format. It was developed to respond to the skills shortage with regard to educational quality development in developing countries, especially in Sub-Sahara-Africa.

The aim of the program is to provide people in leadership positions of the education systems with in-depth knowledge and leadership competencies to bring about change in their education systems, to be able to design, influence, manage and evaluate reform processes in their systems. Besides, the programme facilitates the emergence of qualified research capacities that can support the development of educational quality in the respective countries.

The programme was developed in close cooperation with education experts from Sub-Sahara Africa and development cooperation in order to provide a programme that fits the needs of those working in the education sectors in developing countries.

The programme covers a period of two years. As a blended-learning programme, it alternates between periods of attendance and periods of self-learning, during which students continue with their regular work. The prgramme starts with a four-week period of attendance in Bamberg, followed by three four-week periods in Butare/Rwanda and a final four-week period again in Bamberg, finishing with a graduation ceremony.

The application period for the fourth cycle 2019-2021 started on 15. August 2018 and will end on 1 January 2019 .

Target group

The Master’s programme is designed to fit the professional demands of management staff or persons involved in teacher training, school administration and development services in the field of education.

The Master’s programme addresses graduates with

  • A Bachelor’s degree (or equivalent) in the humanities, cultural studies or social science or
  • A Bachelor’s degree (or equivalent) in teacher training; graduates from teacher training programmes of universities and teacher training colleges for all types of schools (primary and secondary schools) will be admitted.
  • At least three years of professional experience in schools excluding the traineeship/preparatory teaching period or
  • At least three years of professional experience in development agencies in the field of education.

Other appropriate qualifications may be considered on an individual basis.

Working in the education system or in a field related to education is an indispensable condition.

How to apply

Application information

There are three different ways of participating in the Master’s programme “Educational Quality in Developing Countries”, each having its own application procedure.

Candidates can apply

(a) For a full participation in the programme,

(b) For an IMPEQ scholarship,

(c) A full participation in the programme without scholarship (having to pay for the programme themselves or finding other financial resources)

or

(d) For participation in certain modules only.

All candidates have to pass the academic admittance at Otto-Friedrich-Universität no matter which participation they apply for.

The course of the application

Candidates send in their dossier of application as pdf-file (see deadlines).

If the complete dossier of application is received in due time, there will be a phone interview lasting at least 20 minutes.

If the phone interview is passed, the dossier will be forwarded to the academic assessment center.

Candidates receive notice of their acceptance into the programme as soon as possible.

Applying for scholarships

Promising candidates from African countries may apply for a scholarship from different organizations including the Bread for the World – Protestant Service for Development, Germany (BftW) scholarships especially designed for IMPEQ. Bread for the World – Protestant Service for Development may offer scholarships for promising candidates coming from private education sector in Africa, holding leadership positions (e.g. school leaders, teacher trainers, university staff).

Schoolteachers as well as people working in state-run educational institutions are not eligible for scholarships.

The scholarship includes all costs for travel to and from the periods of attendance, the local programme, food and lodging, insurance and study material. It does not cover personal necessities and preparatory costs (such as costs for acquiring visas, authentication of certificates; local transport etc.). The scholarship will not be paid to the participants.

IMPEQ Scholarships

Bread for the World provided 20 scholarships for the first 3 cycles of the programme, a total of 60 scholarships until now. And they will also provide new scholarships for the next cycle. To apply this scholarship you need to fill this form other than “programme application forms”

FOR CATHOLIC APPLICANTS

KAAD Scholarships

If you are Catholic, KAAD runs a programme for applicants from sub-Saharan African countries. University graduates, who have already taken over responsibility in church and society could apply for the programme. The focus countries are Ghana, Ethiopia, Zimbabwe, Kenya, Uganda and Tanzania.

For this programme there is a preference for Catholic applicants. Among the scholars there is however also a limited number of: Protestant Christians, Orthodox Christians (especially from Ethiopia), Muslims. The age limit for KAAD scholarships is 30.

FOR PROTESTANT APPLICANTS

VEM Scholarships

VEM is also running a scholarship programme for African applicants with a Protestant background who are wishing to pursue master and PhD degrees. Personal applications should be backed by local Protestant churches and applicants should be under the age of 40. DAAD Scholarships

For all applicants, German Academic Exchange Service (DAAD) is providing many scholarships in different areas.

To apply for DAAD scholarships a letter of motivation or a research exposé is required. The letter should have

*Facts about your education, skills and knowledge

*Planned studies: study programme, number of semesters

*Professional experience

*Academic knowledge, skills and language skills

You also need to underline your academic motivation, why you wish to take the study programme, your expectations of studying in Germany and the reasons for applying for a scholarship. The letter of motivation should be between one and three DIN A4 pages long.
