1. Assignment Overview
Welthungerhilfe is seeking a highly qualified and experienced Lead Proposal Writer to support the development of a competitive funding proposal for an upcoming institutional donor opportunity. This short-term consultancy is ideal for a skilled writer with a proven track record in securing institutional funding in Myanmar, especially in sectors such as community resilience, development, and local governance.
The selected consultant will be responsible for crafting a high-quality proposal package that is strategically sound, technically robust, and fully aligned with donor priorities and compliance standards. Working in close collaboration with technical specialists, MEAL personnel, programme managers, and partner organizations, the consultant will lead the writing process from inception to submission.
2. Scope of Work & Responsibilities
The Lead Proposal Writer will play a central role in the proposal development process. Key responsibilities include:

- Lead Authorship:
Serve as the principal author of the full proposal, developing a clear, coherent, and persuasive narrative that communicates the programme’s objectives, design, and anticipated impact. - Stakeholder Coordination:
Facilitate collaboration among technical leads, MEAL teams, field staff, and implementing partners to gather and synthesize inputs into a unified proposal narrative.

Ensure the proposal reflects evidence-informed interventions and practical, context-specific implementation plans that demonstrate feasibility and impact. - Compliance & Alignment:
Rigorously align all sections of the proposal with donor requirements, evaluation criteria, and submission formats, ensuring full compliance. - Quality Assurance:
Coordinate internal reviews and integrate feedback, maintaining consistency in tone, language, terminology, and structure throughout the document. - Project Management:
Oversee proposal timelines, document version control, and final submission preparation, ensuring deadlines and donor instructions are met.
3. Qualifications & Experience
The ideal candidate will demonstrate the following qualifications:

- Proven Experience:
A strong portfolio of successful proposals for institutional donors in Myanmar, including but not limited to USAID, EU, UN agencies, DFAT, and the World Bank. - Writing Expertise:
Exceptional English writing, editing, and formatting skills; demonstrated ability to transform technical concepts into clear, compelling prose.

- Technical Proficiency:
Knowledge of logical frameworks (logframes), results-based management (RBM), and donor compliance procedures. - Contextual Understanding:
Familiarity with multi-sectoral programmes, community-based development, resilience, and local governance initiatives in Myanmar is highly desirable. - Collaboration & Coordination Skills:
Proven ability to work with diverse, cross-cultural teams—including technical experts and field-based staff—to consolidate information into a unified narrative. - Adaptability:
Comfortable working in dynamic environments, managing complex stakeholder inputs, and operating under tight timelines.

Native or near-native fluency in English is essential; prior experience supporting non-native English-speaking contributors is an asset.
4. Expected Deliverables
The consultant will be responsible for delivering the following:
- Final Donor-Compliant Proposal Package
A complete, high-quality proposal fully ready for submission, meeting all donor format and content requirements. - Annotated Drafts and Revisions
Iterative versions of the proposal showing the evolution of content based on internal reviews and stakeholder feedback. - Handover Document
A concise summary capturing the proposal’s logic, key decisions, rationale behind program design, and any post-submission follow-up actions.
