UNICEF Innocenti’s Social & Economic Policy (SEP) unit is building a Roster of Consultants to quickly engage experts for various research services. These services may include data collection and analysis (quantitative and/or qualitative), literature reviews, and drafting research outputs.

Desired Skillsets

The SEP unit is looking for candidates with expertise in one or more of the following areas. You can find more detailed requirements for each skillset, broken down by experience tiers, in the “Skillsets EXT.pdf” document.

  • Quantitative skillset on impact evaluations of cash transfers and other social protection/development programs in low- and middle-income countries.
  • Qualitative skillset on impact and process evaluations of cash transfer programs or other social development programs.
  • Quantitative skillset on public finance, budget analysis, macro-econometrics, and micro- and macro-simulations.
  • Qualitative skillset on political economy analysis.
  • Data science, machine learning, and big data analytics.

Language Requirements

 

Consultancies can be in English, French, or other languages. Candidates must be fully proficient in English alone, or fully proficient in another relevant language (French, Spanish, Portuguese, Arabic) with a working knowledge of English.


 

Working Arrangements

 

Consultants will typically work remotely under the direct supervision of a SEP unit staff member, coordinating with other research team members.


 

Application and Evaluation Process

 

The Roster will accept applications until the end of 2025. Initial screening will occur one month after the announcement, with subsequent screenings quarterly.

Successful candidates will be included in the Roster for 3 years (March 2025 – March 2028) based on a desk review and potentially a technical test. Inclusion in the roster does not guarantee a contract. Specific assignments will be offered based on need, with terms and daily rates negotiated individually.

 

Evaluation Criteria (minimum 70 points required)

 

  • Technical Criteria:
    • Level and relevance of education (max. 20 points).
    • Demonstrated professional research experience (max. 40 points).
    • Record of drafting research outputs and high-quality products (max. 25 points).
    • Relevant research experience with UNICEF, other international organizations, or national partners (max. 15 points).

  • Your earliest date and periods of availability for work during 2025.
  • Your all-inclusive daily rate (also to be included in the online application form).
