Regional operating context –

To support this vision statement, the Government of Rwanda announced its decision to shift to English medium education in 2008 and joined the Commonwealth of Nations in 2009.

The British Council has operated in Rwanda since 2008 becoming a full country directorate in 2012 with the aim of building cultural and educational relations between Rwanda and the UK. British Council Rwanda offers a range of British Council services and programmes including Exams, Education, English in Education Systems and Arts.

Since 2008, British Council Rwanda has been supporting the Government of Rwanda achieve its ambitions and has delivered a number of successful programmes and initiatives (both donor and British Council grant funded) to support improved teaching and learning in the basic education sector. As a result, relationships have been fostered and continue to develop with MINEDUC, REB, donors and development partners and British Council’s expertise, notably in the teaching, learning and assessment of English in Rwanda, is recognised

Role purpose

Academic and Training Manager, Building Learning Foundations (BLF)

The role involves large-scale project and academic management, management of materials and training development for teachers, management of design and production of pupil resources, overseeing delivery of English language courses for teachers, and managing the English data collection of the nationwide midline assessment that will be led by the lead partner

Main accountabilities for the role include but not limited to;

 Reporting to the English Team Leader (British Council) and working in close collaboration with the BLF programme partners and other key stakeholders in primary education in Rwanda, the successful candidate will provide 8 months maternity cover for the BLF academic and training manager. This will include management of and technical assistance for:

  • The ongoing design and delivery of self-study and training materials for primary teachers and learner resources for P4-P5 pupils
  • The development and delivery of the core BLF national training programme (orientation training for the teacher toolkits, training in data collection and training in quality assurance, and ongoing training and support for school-subject leaders).
  • Ongoing guidance and training for the field team (200+ district teaching advisors and sector learning facilitators) in the delivery of school-level mentoring activities and teachers’ orientations to the new materials.

Role Requirements:

  • English at Proficiency level C2 or native speaker
  • Cambridge DELTA or equivalent (essential)
  • MA in ELT or Education or equivalent (essential)
  • At least 3 years’ experience of middle management responsibilities in English for education systems.
  • Experience of managing partner funded teacher development programmes in public education systems and working with a range of external and internal partners, e.g. Ministries of Education and development partners.
  • Experience of working in Sub-Saharan Africa and/or other development contexts.
  • Experience of developing teacher training programmes, and teacher development and pupil resources.
