Trócaire is the official overseas development agency of the Catholic Church in Ireland, established in 1973

and works in over 25 countries of Africa, Asia, and Latin America. Trócaire was established by the Bishops of Ireland in 1973 as a way for Irish people to donate to development and emergency relief overseas. Upon its establishment, Trócaire was given a dual mandate: to support the most vulnerable people in the developing world, while also raising awareness of development issues at home in Ireland.

Throughout its history, Trócaire has brought humanitarian relief and assistance to people caught in some of the worst conflicts or hit by natural disasters across the globe. It has also established long-term development programmes in these regions and others affected by poverty, inequality, and human rights violations.

Trócaire started working in Rwanda just after the genocide against the Tutsi in July 1994. Initially focused on humanitarian work post-1994, the country programme transitioned towards development interventions with a focus on the country’s most vulnerable people to improve their livelihoods and resilience. Since 2002, the country programme in Rwanda was focused on reducing poverty, promoting peace and reconciliation, and accountable governance. Today, Trócaire works to transform the lives of those who do not have secure access to food or basic needs, and those who are discriminated against, marginalized, and vulnerable to exploitation.

From 2016 to 2020, Trócaire Rwanda has focused on supporting resilient and sustainable livelihoods, humanitarian preparedness and response, and women’s empowerment. Trócaire currently implements an integrated programme through partners in seven of the 30 districts in Rwanda contributing to Sustainable Development Goals (SDGs) in Rwanda. The districts of focus are Nyaruguru, Nyamagabe, Nyagatare, Gakenke, Rulindo, Nyanza, and Kirehe.

Going forward, Trócaire is currently developing a new Country Strategic Plan for the next 5 years which will come into effect as of mid-2021. The new Strategy will build on successes from our previous work, deepen and widen our gains made with regards to building resilient communities and empowering women and girls while enhancing the overarching objective of addressing civil society space and citizen participation in Rwanda in line with accountable governance.

1. Background of Trócaire’s country program and partnership strategies

Our programme work in Rwanda focuses on three key areas:

FOOD AND RESOURCE RIGHTS

Our livelihoods programme aims to create a more stable and lasting livelihoods for Rwandans. In line with our country’s strategic plan, Trócaire Rwanda is now focused on the management and use of natural resources particularly land and water, this includes advocacy engagement on related policies.

Since 2014, through local partners, we have supported communities to adjust to and mitigate against climate change challenges. Trócaire in Rwanda works with partners to do this by improving access, use, and management of water supplies, as well as promoting an ‘agroecological’ approach to agriculture and supporting diverse crop and livestock activities.

For example, in a project co-funded by the European Union, ​Trócaire and three of its implementing partners support small-scale farmers and civil society organizations in the development, implementation, and monitoring of agricultural policies and strategies. As women in Rwanda constitute 66 percent of the agricultural workforce (EICV 4), the project is empowering small-scale farmers with a focus on women, by increasing their knowledge and awareness of agricultural policies and strategies, existing structures for citizen engagement, and the benefits of engaging.

WOMEN’S EMPOWERMENT

This programme aims to promote the participation of women in decision making at all levels in formal and informal decision-making spaces and community structures. Through local partners, we work on raising awareness and knowledge about gender-based violence (GBV) and women’s rights in communities as well as holding duty bearers to account for the implementation of laws and policies that support gender equality. Trócaire also works with partners and communities to identify specific issues for policy engagement.

Men are also targeted by the programme in order to address some of the gender norms that can be barriers to changing attitudes and behavior. In addition, we work to reduce women’s vulnerability to abuse by helping them become more economically independent. Women’s economic empowerment is another pillar of our women’s empowerment programming through vocational training (TVET), entrepreneurship, saving, and lending.

HUMANITARIAN PREPAREDNESS AND RESPONSE

Since June 2015, Trócaire Rwanda, in collaboration with Caritas Rwanda, has provided emergency support to Burundian refugees hosted in Mahama camp in Rwanda, especially vulnerable groups, namely elderly people, new and single mothers, people with disabilities, people with incurable diseases, and new arrivals relocated from transit sites.

Over 50,000 refugees live in Mahama Camp, and about 3,450 of the most vulnerable among them benefit from food supplement provisions, and psychosocial and protection support provided by the Trócaire Programme.

Trócaire engages with the National Platform for Disaster Management in Rwanda and works closely with other humanitarian partners under the coordination of the Ministry of Disaster Management and Refugees to respond to disaster-affected populations were appropriate.
Trócaire is committed to strengthening the capacity of local organizations in the preparedness and response in humanitarian emergencies and is supported by the European Union Aid Volunteers initiative to do so as well as through funding from the Irish public.

  1. About this call for Expression of Interest to partner with Trócaire

Trócaire currently implements several projects in partnership with local NGOs and civil society organizations and other organizations in Rwanda. Under this modality, these organizations are partners to Trócaire mandated with the implementation of specific interventions while Trócaire provides capacity development support in several domains such as:

  • Project/program management;
  • Risk management;
  • Administrative (including procurement and human resources) and financial management;
  • Technical expertise in women’s empowerment, sustainable livelihoods, market systems development, civil society strengthening, social accountability, gender equality, GBV prevention and advocacy;
  • Resource mobilization; and
  • Overall grant management.

Local implementing partners contribute their extensive knowledge, experience, and extensive understanding of the Rwandan context and proximity to the impact groups, target populations, opinion leaders, among other things.

EOI Goal and Expected Outcome

The goal of this EOI is to broaden Trócaire’s scope and seek out new opportunities for collaboration, learning, and innovation by identifying potential local partner organizations that are interested in working with Trócaire on future projects, programmes, and other initiatives.

Both current and prospective partners should respond to this EOI.

The expected outcome of the EOI is to review the current partner portfolio in line with the global and country strategic direction and also the creation of a database of local NGOs and other civil society organizations with which Trócaire can develop contractual relationships for project implementation as opportunities arise.

  1. APPLICATION PROCESS

A. Minimum Eligibility Requirements

This call is open to current and prospective local NGOs, faith-based organizations, or civil society networks that are duly registered with the Rwanda Governance Board and have:-

  • Written and up-to-date statutes and bylaws with clearly stated processes for effective and transparent selection of organizational leadership,
  • Proof of functional governance structures (e.g. minutes of the board of meetings, constituencies, general assemblies, etc),
  • Qualified, experienced personnel in project, administrative and financial management
  • Proven experience working with International NGOs and major donors,
  • At least 5 years of proven experience (activity reports, evaluations, etc.) in the successful implementation of development projects in at least two of the following technical areas:
    • Agriculture with a focus on agroecology, access to markets and climate change adaptation and mitigation;
    • Women’s empowerment including participation in decision making;
    • Humanitarian work (refugee camps, disaster risk reduction, etc);
  • Proof of sound financial and administrative management practices (e.g., policies, procedures, manuals, strong internal control mechanisms, internal and/or external audit reports)
  • A permanent, verifiable physical address from which its activities are managed.

B. Required Documentation

Only applications with the required documents as highlighted in this EOI will be considered and this includes:

  1. A statement of interest signed by an authorized member of the organization and
  2. Documentation as highlighted under selection criteria and other information at the end of this EOI
