Call for proposals : NGO Programs Benefiting Refugees in Rwanda, Tanzania, and Uganda.The United States Department of State Bureau of Population, Refugees and Migration (PRM) is seeking proposals for its NGO Programs Benefiting Refugees in Rwanda, Tanzania, and Uganda.

Eligibility Criteria

  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • International Organizations.

Proposal Priorities

Rwanda

Proposals should explain how they align with the CRRF and the Rwanda Refugee Response Plan 2019-2020 (Rwanda RRP). They expect applicants to coordinate with UNHCR in planning, implementation, and reporting within the overall Rwanda RRP framework and respective sectors. Proposals must focus on the following sectors in the refugee camps:

  • Protection; including child protection, GBV prevention and response, and support for vulnerable groups;
  • Health;
  • Livelihoods – priority will be given to proposals targeting livelihoods for persons with specific needs (PSN) and with a relevant market assessment

Tanzania

Proposals must explain how they align with the Tanzania Country Refugee Response Plan 2019-2020 (Tanzania RRP). They expect applicants to coordinate with UNHCR in planning, implementation and reporting within the overall Tanzania RRP framework and respective sectors. Proposals must focus on the following sectors in the refugee camps:

  • Protection; including child protection, gender-based violence (GBV) prevention and response, and support for vulnerable groups;
  • Health;
  • Livelihoods–note proposals must include a relevant market assessment;
  • Education – priority will be given to projects that demonstrate coordination with national education plans and other development planning processes

Uganda

Proposals must explain how they align with the CRRF and Uganda Refugee Response Plan 2019-2020 (Uganda RRP). They expect applicants to coordinate with UNHCR in planning, implementation and reporting within the overall Uganda RRP framework and respective sectors. It is strongly recommended that organizations wishing to work with both Congolese and South Sudanese refugees in Uganda submit a single proposal which covers activities benefiting both populations. Organizations are not required to work with both Congolese and South Sudanese refugees.

  • Proposals must focus on one or more of the following areas of intervention in refugee settlements:
    • Protection; including child protection, addressing gender-based violence (GBV), and supporting vulnerable groups;
    • Health;
    • Water, sanitation, and hygiene (WASH) – priority will be given to projects that address sanitation and hygiene;
    • Livelihoods – note proposals must include a relevant market assessment;
    • Education – priority will be given to projects that demonstrate coordination with national education plans and other development planning processes
  • For proposed activities in urban settings, proposals should focus on the following areas of intervention:
    • Protection, including gender-based violence (GBV) prevention and response and support for vulnerable groups;
    • Livelihoods.
