Organizational Setting

Food-based dietary guidelines (FBDGs) are intended to establish a basis for public food and nutrition, health and agricultural policies and nutrition education programmes to foster healthy eating habits and lifestyles. They provide advice on foods, food groups and dietary patterns to provide the required nutrients to the general public to promote overall health and prevent chronic diseases.

In Rwanda, since 2018 the Ministry of Agriculture and Animal Resources (MINAGRI) in collaboration with the Food and Agriculture Organization of the United Nations (FAO) have initiated the development process of the National Food-Based Dietary Guidelines (FBDGs) for Rwanda. The development process is technically spearheaded by the National technical Task team (TTT) and the Lead National Consultant backstopped by FAO Technical Team at country office, sub-regional Office and Headquarters.

Since its inception, key milestones have been completed such evidence review report which is a basis for FBDGs development. In addition, diet modelling exercise was completed and now both evidences review report and results of diet modelling were reviewed and validated by the TTT and other national stakeholders external to TTT.  Lastly, based to the evidence review, key top 10 technical recommendations were also validated, and these are meant to be translated into FBDGs messages and then be tested in the field to make sure that they understood and adopted to the local context.

 

Reporting Lines

The National Communications Consultant for development of FBDGs messages will be working under the overall guidance of the FAO Representative in Rwanda with direct supervision of the Assistant FAO Representative/ Programme and with technical supervision by FAO nutrition team at country office, Lead Technical Officer at Sub-regional Office and HQs Nutrition Officer supporting Rwanda FBDGs process. Lastly, the national Communications Consultant will also work hand in hand with other two key consultants e.g. Lead National Consultant and National Consultant responsible for designing food guides/graphics.

Technical Focus

Lead the overall development process of FBDGs messages and contribute to the development of FBDGs educational materials and Communication and implementation plan adapted to Rwandan context.

Tasks and responsibilities

 

  • In collaboration with the Lead National Consultant, draft FBDGs messages that are concrete and easily understandable based to the top 10 technical recommendations from evidence review report;
  • Present the draft FBDGs messages to TTT for review before the field pre-testing
  • Support the National Lead consultant, develop field testing protocol (questionnaire, sampling plan) and prepare a work plan for field testing
  • In collaboration the Lead National Consultant, contribute to the training of field enumerators
  • In collaboration with the Lead National Consultant, conduct the field-testing process of FBDGs messages for understandability, practicability and cultural relevance
  • Contribute to the report of field testing
  • Revise the FBDGs messages as per the field-testing findings and present to TTT for review.
  •  Consolidate inputs/comments from TTT and produce a final report documenting field testing process and key messages developed;
  •  In collaboration with the Lead technical Consultant, initiate the development of communication and the implementation plan workshop;
  •  In collaboration with other Consultants, assist the development of FBDGs educational materials (FBDGs manual, Guidelines summary document in English and Educator’s manual in Kinyarwanda)and other simple didactical materials for use by community-based actors in communities.
  •  Assist the translation of FBDGs educational materials in Kinyarwanda for use by community-based actors.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University Degree in communication, social and behaviour change communication (SBCC) and any related relevant degree
  • Minimum 5 years of relevant experience in nutrition education and development of SBCC materials
  • Experience with facilitation of multisectoral stakeholders from government and development partners;
  • Strong interpersonal and facilitation skills
  • Familiarity with Rwanda national nutrition agenda;
  • Proven ability in writing clear and concise technical reports (e.g: peer-reviewed publication, thesis, consultancy report, etc
  • Excellent Communications skills in English including writing ability, oral presentation skills; Knowledge of Kinyarwanda is highly recommended.
  • National of Rwanda or resident in the country

  • Familiarity with Rwanda National policies and programmes in place to prevent and reduce stunting
  • Ability to work under minimum supervision and deliver within deadlines
