Job Description

The community development officer shall be responsible for ensuring that communities are empowered to be able to participate meaningfully and effectively in the maintenance of feeder roads, including designing and implementing social mobilization and training programs for the participating communities, mobilizing the necessary facilitation support for awareness- raising and for building a participatory and socially- inclusive culture as well as designing and implementing targeted programs of intervention to enhance FRDP impact on gender and other potentially vulnerable groups.

The specific duties of the position :

• Identify and develop practical guidance to RTDA on community empowerment and the principles of gender equality/balance;

• Develop and tailor guidelines to community- driven development approaches in selected districts

• Develop a communications and information dissemination strategy and program activities to sensitize local people;

• Oversee and closely supervise the activities and work plans of Local Community Associations maintenance services in the selected districts

• Provide guidance and information to the project, the LCAs and project beneficiary- community groups on preparation of community development plans and on principles of gender balance and social equity;

• Mobilize and sensitize communities on maintenance works of feeder roads

• Provide periodic progress reports on the community development aspects and Local community association Performance for FRDP;

• Coordinate the capacity building of the Local Community Associations;

• Develop financial literacy guidelines of the local community association resilience for the sustainability in roads maintenance in the selected district.

• Perform any other tasks as required or directed by RTDA management

Job Profile

Minimum A0 in Development Studies, Sociology, Community Psychologist, Social Works and Social Administration, Agriculture Extension or any related discipline with 3 years of full- time relevant professional experience in the community development.

Other desirable skills:

• Experienced with participatory rural appraisal techniques and tools community mobilisation,
• Knowledge and experience working with World Bank safeguard policies and instruments; or with similar standards and policies of other multilateral development institutions such as AfDB, EU will be an important advantage.
• Proficient with MS Office Suite,
• Dependable and result- oriented
• Good interpersonal communication and report writing skills
