Title:  National Consultant/ Special Service Agreement to perform the Market Assessment of small-scale Post-Harvest Handling and Storage (PHHS) equipment for the reduction of aflatoxin

Duration: 20 days maximum

Location: Rwanda- Kigali

Unit: Smallholder Agricultural Market Support Unit

OBJECTIVE

This consultancy position is based in WFP Rwanda Country Office, Kigali and the consultant will work under the direct supervision of the Head of the Smallholder Agricultural Market Support Unit (SAMS) Unit

The main objective of the consultant is making a supply and demand side analysis of small scale PHHS equipment in Rwanda, focussing on tarpaulins and hermetic bags, to identify potential private sector and PPP investment opportunities, which can lead to the development of a vibrant national manufacturing industry able to supply high quality, locally produced, small scale PHHS equipment at an affordable price to farmers.

Specific sub-objectives:

  • Desk-top study on the impact, return on investment and lifecycle of tarpaulins and hermetic bags in the agriculture sector in Africa;
  • Analysis of national and regional small-scale PHHS equipment manufacturing capacity;
  • Analysis of the current and potential small-scale PHHS equipment demand from farmers in Rwanda;
  • Assessment of the regulatory environment for industry development;

METHODOLOGY

The prospective consultant is requested to define his/her own methodology in order to clearly and profoundly respond to the objectives of the study laid out above. The consultant is encouraged to piggyback on the vast global = knowledge base around PHHS equipment, as well as to present a sound approach to primary data collection on the status of manufacturing and potential demand for small scale PHHS equipment in Rwanda.

DELIVERABLES AND PHASING

Deliverables

The main deliverable for this study is a report on the market assessment of small-scale Post-Harvest Handling and Storage Equipment in Rwanda for the reduction of aflatoxin.

Prior to starting the fieldwork, the selected consultant is required to submit an Inception Report (IR), detailing the applied methodology, timeline, and budget:

  1. Study design, with a clear understanding of the construct behind answering all the research questions, applied approaches, tools, and techniques.
  2. Data sources
  3. Sampling methods: incl. sample targets and size
  4. Data collection tools: incl. templates if and where applicable
  5. Data analysis methods and interpretation
  6. Issues of validity and reliability, limitations and ethical consideration pertaining to the study
  7. Timeline and budget of the study

Phasing of the study

  1. Submission of the IR
  2. Validation of the IR by WFP
  3. Fieldwork
  4. After fieldwork, a debriefing may be requested by either party to ensure that any issues that may have arisen from primary data collection are resolved before embarking on the Study Report (SR).
  5. Submission of draft SR
  6. Validation of the draft SR with key stakeholders
  7. Submission of final SR

Duration

The duration of the assignment will be two (2) months maximum

MINIMUM REQUIREMENT

  1. Master’s degree or higher in a relevant study
  2. A minimum of 3 years of solid, proven experience in agriculture market assessments;
  3. Understanding of the Rwandan context, including local and regional actors.
  4. Experience in the PHHS sector is a strong asset
  5. Experience with private sector engagement and investment profiling
  6. Fluency in English. Knowledge of Kinyarwanda is an asset.
