Organizational Setting

The Integrated Country Approach for boosting decent jobs for youth in the agri-food system (ICA project) is anchored in FAO’s Strategic Objective 3 “Reduce rural poverty”. In particular, it directly contributes to Strategic Objective 3, Organizational Outcome 2: Countries enhanced access of the rural poor to productive employment and decent work opportunities, particularly among youth and women. Within this Outcome, the project will mainly contribute to the output on policy support and capacity development in the formulation and implementation of strategies, policies, guidelines, and programmes to enhance decent rural employment opportunities, entrepreneurship and skills development, especially for youth and women.

Rwanda’s agriculture sector already plays a critical role in absorbing the working age population, mostly the youth. The sector accounts for 28 percent of the GDP, and 50 percent of total goods exports. It occupies 63 percent of the workforce (sum of employment and subsistence agriculture) and more than 60 percent of young people – as their main job (FAO, 2020). Yet, in spite of its importance, the potential of the sector to generate gainful employment is not fully harnessed.

In spite of these numerous constraints, Rwanda’s agri-food system development has potential to induce more job-rich growth and to engage the youth more productively. According to the Strategic Plan for Agriculture Transformation 4 (PSTA 4), there are significant prospects for job creation in the sector, up to 45, 000 jobs new jobs per year (representing 21 percent of the 214 000 jobs per year projected in the National Strategy for Transformation (NST 1) (2017-2024). In addition to wage employment, youth agripreneurship in particular represent one of the possible solutions to youth unemployment. Attracting qualified youth is also critical for ensuring entrepreneurship, to drive the Rwandan agri-food sector to deliver more added value high-quality produce and food processing (PST4, p. 25).

Given the opportunities offered by agriculture on youth employment in Rwanda and considering the contribution of youth in changing agriculture from subsistence to business oriented, FAO has been requested by the Ministry of Agriculture and Animal Resources of Rwanda (MINAGRI) to support the development of a National Youth Employment Strategy in Agri-food Systems (NYESAS).

Reporting Lines

The consultant will work under the General supervision of the FAO Representative in Rwanda and direct supervision of the Assistant FAOR/Programme and will work closely with the National Coordinator of ICA project. The whole work to be undertaken will be done in close collaboration with Rwanda Youth in Agribusiness Forum (RYAF) and the Ministry of Agriculture and Animal Resources (MINAGRI) as the Ministry in charge of overseeing RYAFThe National Consultant will report to the FAO Representative (FAOR) and the final reports produced will be finalized in collaboration with the ICA National Coordinator and under the guidance of the Assistant FAOR/Programme.

Technical Focus

The work of Developing the National Youth Employment Strategy in Agri-food Systems will focus on demand and supply sides of the labour market in the agri-food system. The strategy will target Rwandans from 16 to 30 years old accordingly to the National youth denomination. A strong emphasis will be placed on job creation and entrepreneurship development, but also on the quality of jobs in the sector. Gender equality and environmental sustainability will be crosscutting issues. The process will be highly participatory: the key players include MINAGRI, RAB, RYAF and a broader youth- inclusive multi-stakeholder Technical Working Group (TWG) that will be established to support the design of the strategy and latter on to support its implementation and monitoring.

Tasks and responsibilities

  • The consultant will submit an inception report to FAO/MINAGRI and conduct a rapid situation analysis (review of relevant sectoral policies and strategic frameworks, as well as of existing reports and studies)[2] and a stakeholder mapping prior to entering the consultation phase. In collaboration with FAO, MINAGRI will send official requests for focal points to establish a comprehensive technical working group (TWG), including the youth organizations and key stakeholders
  • In close collaboration with FAO/MINAGRI and RYAF, and based on desk review and informant interviews with TWG members, the consultant will develop the skeleton of a Strategy, including priority areas, key activities, an Action Plan and a M&E plan inclusive of indicators. The skeleton will include a synthetic map of existing interventions (from both public and private sector, development partners and youth-led) and estimate current level of investment. Once a zero draft is ready it will be shared with the TWG for feedback.
  • The consultant will facilitate inclusive and comprehensive consultations which will be guided by the youth themselves across the country.
  • In parallel to consulting the TWG on the proposed Skeleton, the consultant will develop (with FAO and MINAGRI/RYAF support) a methodology for conducting multi-stakeholder dialogues at the regional level inclusive of the main stakeholders represented in the TWG and complying with local safety measures. Further, youth networks will be engaged to conduct even broader consultations with their bases at district/sector level.
  • The consultant will process the information collected at local and district level and elaborate a first draft of the strategy to be presented to the national TWG for validation.
  • The Consultant will address comments and include inputs from the validation meetings and submit a final strategy document.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements   

  • Master’s Degree in business Administration, Organizational Development, Human Resource Management, communications.
  • Minimum 7 years of experience in elaborating Strategic tools for organizations.
  • Fluency in written and spoken English is required. Knowledge of Kinyarwanda is required. Knowledge of French is a benefit.
