This enables us to focus on ‘hard to reach’ children, both in terms of their complex needs (e.g. street children with learning difficulties) and location (e.g. urban violent slums or remote rural areas).

Background

In 2018, Chance for Childhood launched a 2-year inclusive Early Childhood Development (ECD) programme titled ‘Inclusion of children with disability in community-based ECD interventions in 20 districts’ in partnership with UNICEF. This aim of this project is to increase availability of quality ECD services to children with disabilities (CwD) and their families.

This programme has four outputs:

  1. Increased availability of quality ECD services to CwD (0-8 years) and their families in 20 districts
  2. Increased capacity of service providers to deliver inclusive ECD services
  3. Improved community and parental awareness and provision of responsive care to young CwD (0-8 years) in the 20 districts
  4. Effective and efficient programme management

In order to achieve our outputs and ultimate objective, we developed a set of risk and disability screening tools for children 0-8 years old, trained 60 community enumerators and collected disaggregated data on children with disabilities and/or developmental delays.

Chance for Childhood is recruiting for a Data Analysis Consultant to carry out the analysis and reporting of the data collected on children with disabilities and/or developmental delay.

Objective of the Assignment:

The Consultant’s role is to lead on the analysis and reporting of data collected on children with disabilities and/or developmental delays across 60 sectors in Rwanda. The report will in turn inform future inclusion and ECD programming to ensure that all children have access to inclusive ECD services in Rwanda and also highlight barriers / challenges to ECD services.

Main Responsibilities:

Data Analysis

The Consultant is expected to review, verify, clean and analyse the raw data collected and stored in our secured system. The approaches to be used will be agreed with Chance for Childhood’s Country Representative and Project Manager.

In addition, the Consultant will meet with Project Field Team, Data Inputters and Enumerators to understand some of the constraints during the process of data collection in the field and incorporate these considerations into the final report

The Consultant will work with the Field Team to obtain any clarifications and/or additional information to assist in the analysis.

Reporting and Dissemination

The Consultant will provide a detailed but concise draft report on the findings, including but not limited to the prevalence of children with disabilities and/or developmental delays, types of impairment and their causes and any barriers / challenges to access social services such as health and ECD services in their communities, as well as recommendations for key stakeholders to take forward and an analysis on the data collection process.

Following review and feedback from Chance for Childhood on the first draft of the report, the Consultant is expected to share a final version of the report inclusive of a report summary and prepare and deliver a PowerPoint presentation at the Dissemination Event to be organised by Chance for Childhood. The format of the report and presentation will be agreed with Chance for Childhood during the inception meeting.

Confidentiality:

The individual consultant shall not make use of any unpublished or confidential information made known to her/him in the course of performing her/his duties under the terms of this agreement, without written authorization from Chance for Childhood. The individual consultant shall respect the habits and customs of the local population and abstain from interfering in the country’s political affairs. Chance for Childhood’s Data Protection Policy will be applicable, where necessary.

Additional Requirements:

Communication

To ensure a smooth and efficient process and enhance the quality of this assignment, the Consultant should place emphasis on transparent and open communication with Chance for Childhood main contacts. These will be achieved by ensuring a clear agreement on channels and frequency of communication between the Consultant and Chance for Childhood. Emails and inquiries from Chance for Childhood shall be answered as soon as possible, with a maximum delay of three working days.

Equipment

The Consultant is expected to arrange for their own transportation, equipment, including computers.

Renumeration

The total budget for this assignment is 6,100,000 RWF (six million and one hundred thousand Rwandan Francs). The budget is inclusive of Consultancy fees, withholding tax, and any expenses to be incurred by the Consultant when delivering this assignment.

All costs required to operationalize this assignment shall be borne by the hired Consultant and should be included into their financial proposal

Payment will only be made for work satisfactorily completed and accepted by Chance for Childhood.

Chance for Childhood reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

Qualifications:

Essential

  • A degree in a relevant subject, including statistics, economics, and computer science
  • 3+ years of experience in date analysis
  • Qualitative and quantitative data collection and analysis experience
  • Completion of similar assignments in her/his portfolio
  • Knowledge of disability data and global frameworks on disability rights
  • Technical report writing skills and use of technology to produce innovative and concise reports
  • Attentive to detail
  • Ability to self-manage, including good time management, planning and estimating skills
  • Ability to achieve set objectives with tight deadlines
  • Conversant with organising and optimising datasets for reporting
  • Full competency in using various data analytics tools such as SPSS
  • Strong presentation and communication skills, including ability to communicate complex information to non-specialist audiences
  • Advanced competency in Word, Excel and PowerPoint
  • Fluency in English and Kinyarwanda in writing, speaking and reading

Desired

  • Knowledge of child rights
  • Experience working on assignments for UN agencies
