Job Description
– Participate in the development of short and long time goals in Social development
– Assist in the setup and adjustment of priorities of social development sector
– Monitor and evaluate the Social development plans and budgets and recommend the adjustments;
– Supervise information dissemination in advance to facilitate timely coordination and effective planning of social development programs
– Guide the formulation of quality targets, plans and social investments
– Support the preparation and submission of the Single Action Plans and Strategic Issues Paper (SIP)
– Organise consultations to facilitate timely formulation and prioritization of Imihigo
– Support the harmonization and prioritization of social programs across districts
– Oversee the preparation and review of PPDs and OPAFs for social projects
– Participate in the drafting of Local Government Planning &Budgeting guidelines
– Conduct Planning Consultations before budget consultations to review the quality and complementarity of plans
– Support the data entry of plans and budget into the integrated Financial Management Information System (IFMIS)
– Support the process for identifying and designing the social development Planning and budgeting
– Guide staff and implementing partners in preparing their plans, analyse proposals of social sector projects
– Coordinate activities of M&E Unit
Job Profile
A0 in Economics, Development Studies, Public administration, Management, Regional Planning with 3 years of working experience in related field ; Or Master or Equivalent in
Economics, Development Studies, Public Administration, Management, Regional Planning with 1 year of working experience in related field.
Key Technical Skills & Knowledge required:
– Extensive knowledge and understanding of the Decentralisation system;
– Knowledge of results based management, logical
framework approach, strategic planning processess and tools;
– Knowledge of drafting Action Plans and Operational Plans;
– Knowledge to conduct policy and analysis and draft proposals;
– Knowledge of Monitoring and Evaluation concepts, systems and tools;
