Job Description

The Director of Public Transport Unit is responsible for planning, promoting, providing, coordinating and managing public transport infrastructure and service in Rwanda.

Reporting: Director of Public Transport Unit reports to the Division Manager of Transport Services

General Responsibilities

The general responsibilities of the Director Public Transport unit include, inter alia, some key functions as follows:

1. take overall responsibility of public transport service planning and integration of land and maritime transports;

2. supervise and coordinate overall design and implementation public transport, route definition for the urban and rural roads networks as well as internal model transport systems (trams, railway, BRT, etc.) and inland waterways transports;

3. plan and guide the operation of the passenger transport network, including bus and other mass transit services, and the regulation of the state’s taxi industry;

4. develop criteria, application instructions, procedural manuals, and contracts for public transportation services;

5. refine and consolidate the annual, long and medium terms public transport development infrastructure and service development programs for Rwanda;

6. undertake design and implementation of public transport services for the urban and rural roads networks as well as internal model transport systems (bus, railway, BRT, etc.);

7. take lead role to assist in entering into and management of franchising contracts with public transport operation companies to provide public transport services in Rwanda in collaboration with the regulatory authority;

8. supervise and coordinate in planning appropriate fare structure for public transport services;

9. take a lead role in securing, allocating and disbursing the finances required for all authorized activities of the public transport services and establishing the framework for the fare system and tariffing levels for the public transport offer;

10. take a lead role in planning and organizing financing for Public Transport services;

11. lead, supervise and promote public transport services by stimulating competition, altering barriers to entry, adapting contracted services, monitoring and correction and support measures in collaboration with regulatory authority; and

12. provide over- all coordination, direction and supervision of all activities undertaken by the different experts in the Public Transport Unit.

Specific Duties and Responsibilities:

Important and essential duties may include, but are not limited to, the following:

1. contribute to the sustainable development of coordinated, flexible and responsive public transport services for Rwanda and effective integration of those service wide operations by providing expertise and high level support to the Division and providing business advice, support and consultation with stakeholders;

2. participate in the strategic planning of public transport services across Rwanda including efficient design of services, service hierarchies and planning service levels/linkages;

 

3. supervise and manage the provision of a comprehensive range of efficient and effective high quality services;
4. develop, implement and evaluate mechanisms to support achievement of Public Transport Service (PTS) performance objectives;

5. identifying passenger transport options with the potential to increase passenger transport opportunities, including outcomes associated with tourism, economic development, education, health and community development;

6. develop and implement strategies, standards, guidelines and procedures for Public Transport Services;

7. contribute to the efficient and effective management of the Public Transport Services;

8. facilitate the implementation of organizational improvement initiatives, including formulating plans for staff development and the achievement of quality standards in business and performance, including monitoring against RTDA’s requirements;

9. provide support for co- ordination of all mass rapid transit activities and complimentary activities in City of Kigali;

10. provide technical Assistance to the Transport Services Division to evaluate traffic situation and status of public transport systems in both urban and rural areas of Rwanda as well as the martime transport;

11. provide technical Assistance the Transport Service Division in terms of multimodal public transport planning, design and operation in Rwanda, both at national and international levels;

12. guide and supervise the development of appropriate operation and management systems for public transport in Rwanda;

13. assist in preparation of regular reports and technical notices, when necessary, on status of physical and financial execution of projects; (14) assist the Transport Service Division and RTDA to analyze legal, regulatory and financing framework for an appropriate public transport system in Rwanda.

Job Profile

Bachelor’s Degree in Transport and Geo- information
Technology Transportation Engineering, Transportation & Urban System or Civil Engineering with 3 years of relevant working experience or Master’s Degree in Transportation Engineering, Transport and Geo – information Technology Transportation Engineering, Transportation & Urban System Engineering, Civil Engineering or Railway Engineering, Highway Engineering, with 1 year of relevant working experience.
