Project Overview and Role

Background
The Ikiraro Cy’iterambere Programme aims to contribute to the EDPRS-II objective of promoting citizens’ participation and accountable governance. The programme provides technical and financial support to civil society and government partners to engage constructively with each other, leading to more effective policy, planning, budgeting and accountability processes, which in turn contribute to poverty reduction and economic growth.

Purpose of the Position

The aim of this position is to ensure the effective and efficient driving, maintenance, care and upkeep of the office vehicle. You will report to the Senior Implementation Advisor (your Line Manager) for all matters, whether contractual, work or performance related. In particular, the Senior Implementation Advisor, or a nominated alternative, will be solely responsible for directing your day-to-day work schedules and movements.Responsibilities

Key Responsibilities:
The aim of this role is to ensure the safe, effective and efficient driving, maintenance, care and upkeep of the project vehicle, and the safety of passengers. This includes, and not limited to the following:

Driving

  • Drive the vehicle with full compliance to the national Highway Code and law;
  • Be security conscious and drive safely to the highest standard of professional discipline;
  • Maintain a vehicle log book system to record mileage and fuel usage;
  • Find the most direct and safe routing over the available roads to the destination;
  • Immediately report involvement of vehicle in any accidents, any damage or theft of anything from vehicle to the Finance and Office Manager;
  • Ensure that all passengers use seatbelts when in the vehicle;
  • Perform airport pickups/drop offs, including outside of normal Hours of Work;
  • When driving, the use of mobile phones for personal calls is strictly banned;
  • During Hours of Work or when expected to perform duties outside of normal Hours of Work (airport pick up, field visits), you may not consume any alcohol. Any failure to comply with this condition will be treated as potential breach of contract and will lead to immediate dismissal; and
  • Ensure that the vehicle is used solely for official assignments.

Maintain Vehicle

  • Carry out routine checks and ensure that both the interior and exterior of the vehicle is kept tidy and clean;
  • Ensure that the vehicle is properly and adequately serviced as recommended by the manufacturer and that routine servicing is carried out monthly and before any field visit;
  • For accountability purpose, provide all legal receipts as evidence of approved expenses for the vehicle;
  • Ensure that the vehicle is properly fuelled;
  • Ensure safety and custody of vehicle including tools;
  • Fuel vehicle and ensure that receipts are provided for all funds spent;
  • Ensure that the vehicle particulars are up to date and report when they are about to expire to the Finance and Office Manager; and
  • Report necessary repairs or other need for maintenance to the Finance and Operations Manager.

Other Duties

  • Any other duties as may be required and assigned by your Line Manager, including, for example, assistance with basic office administrative tasks, and to collect and deliver mails, documents and other items.
  • Maintain a high level of confidentiality and discreteness of any discussion that involves the project and its officials.
  • Ensure that your driving license is up to date; and
  • Carry out an eye test whenever license is due for renewal.

Requirements

Qualifications, Skills and Experience:

  • A Rwandan national
  • Minimum of senior four with a credit in English.
  • Valid Driver’s license: Applicants should possess at least 2 classes, (A, B, and D).
  • At least 4 years’ experience in driving under projects funded by world Bank or any other international agency.
  • A certificate in motor vehicle maintenance and defensive driving will be an added advantage.
  • Fluency in English.
  • At least 25 years old
