About Ingobyi Activity

The Ingobyi Activity is a five-year, USAID-funded, project designed to improve the quality of reproductive, maternal, newborn and child health (RMNCH) and malaria services, with the goal of reducing neonatal, child and maternal mortality in Rwanda, working collaboratively with the Ministry of Health (MOH). Ingobyi Activity builds upon the tremendous gains Rwanda has made as well as previous USAID investments in the health sector to provide a healthier, more productive future for all Rwandans.

SUMMARY OF ROLE

The FP/ASRH will provide technical and programmatic oversight and direction in the areas of FP and ASRH, and act as an integral part of Ingobyi Activity team. Responsibilities include, but are not limited to, providing leadership and technical guidance in the development and implementation of activities under the leadership of the Senior RMNCH Specialist, utilizing and contributing to cross-cutting approaches – such as civil society organization (CSO) engagement and gender and integration – and supporting annual activity planning. The FP/ASRH Advisor will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of FP/ASRH service delivery strategies, based on sound and current scientific evidence. Collaboratively, s/he will introduce and/or scale-up evidence-based interventions meeting the needs of adolescents. S/he will guide and oversee technical and training needs, review and adapt training materials, lead training and document/disseminate and contribute to the evaluation and scale up of promising practices in facility and community settings.  S/he will also work with Ingobyi Activity technical team and MOH/RBC staff to define and rollout minimum requirements for hospitals, health centers and communities aimed at improving the provision of quality services in FP/ASRH.

ESSENTIAL FUNCTIONS

Technical Leadership

  • Provide technical oversight, strategic direction and ensure appropriate support for the implementation of FP/ASRH program activities;
  • Lead strategies to effectively engage with men, women and adolescent boys and girls as well as local government, health care providers, civil society, religious leaders, to foster community-wide commitments and actions to foster (youth and) adolescent healthy behaviors;
  • Build capacity in adolescent-focused analyses (e.g. government and partners) and conduct field-based analyses to ensure local specificities are considered in all adolescent health interventions;
  • Identify appropriate facility and community-based strategies to address FP/ASRH service delivery gaps;
  • Formulate sustainable solutions to address gaps, utilizing cross-cutting capacity building approaches, such as low dose high frequency training, on-the-job training, mentorship and quality improvement;
  • Adapt/develop evidence-based clinical training materials, job aids, and curricula, supervisory systems and clinical governance tools, dashboard and registers needed for implementation of Ingobyi Activity’s family planning and adolescent reproductive health interventions to meet the needs and requirements of the Government of Rwanda and USAID;
  • Plan and implement capacity-building activities among health care providers and at community level in adolescent (youth) friendly service provision in collaboration with districts and partner organizations;
  • Provide leadership, mentoring and capacity strengthening at the individual and organizational level in specific areas of expertise, including, but not limited to: postpartum family planning (PPFP), postpartum intrauterine devices/implants (PPIUD/Implants), long acting reversible contraceptives (LARC), permanent methods including both vasectomy and tubal ligation, and implementation of community-based provision of FP services;
  • Develop service delivery strategies in coordination with local social behavior change (SBC) partner for accessing hard-to-reach populations with FP/ASRH services, including the use of SBC and community outreach activities to increase awareness and demand for services;
  • Participate in rapid response teams in collaboration with other technical teams (RBC and Ingobyi) as needed, focusing on FP/ASRH;
  • Work with colleagues to develop a cadre of FP/ASRH champions who will facilitate greater uptake of family planning services by all age groups, create links within facilities for a “no missed opportunities” approach to service integration and ensure linkages to other community-level health programs/services;
  • Coordinate assessments, advocacy, demand creation, policy support, capacity-strengthening and M&E across program sites as required by program activities;
  • Lead the formulation of approaches for scale up of FP/ASRH services to the Rwandan population by working with a wide range of technical experts to provide holistic needs, or segments of the population, such as married, unmarried, in school or out-of-school, etc. in accordance with the Adolescent Sexual and Reproductive Health and Rights Policy and Strategic plan;
  • Actively participate in all FP/ASRH technical working groups and represent Ingobyi Activity in other professional forums as needed;
  • Work with health care providers, local authorities, community members and program team members to identify and address service delivery gaps that impede access to FP/ASRH services;
  • Advocate with national, district and community-level health institutions to raise awareness about their role in improving health outcomes through implementation of FP/ASRH services;
  • Collaborate with all local stakeholders and implementing partners to ensure that all activities conform to donor requirements and regulations as well as lead FP compliance activities;
  • Document and maintain an inventory of successful FP/ASRH tools, approaches and best practices; and
  • Contribute to the development of technical reports and publications related to FP/ASRH.

Management

  • Work closely with FP/ASRH Specialists based in zones;
  • Maintain excellent relationships with MOH, USAID and other in-country stakeholders;
  • Work with M&E staff to design, implement a plan to track data/results related to FP/ASRH and use data/findings to plan interventions accordingly;
  • Provide technical support during program monitoring and development of annual work plans;
  • Provide reports to the Senior RMNCH Specialist and update all technical staff on successes, challenges and lessons learned in implementation of FP/ASRH activities and assist in the preparation of donor and project reports; and
  • Perform any other tasks as assigned by the supervisor.

Requirement and qualifications

  • A medical doctor or A0 nurse with Master’s in Public Health
  • At least 8 years’ experience implementing and/or supporting FP and ASRH programs
  • At least 5 years’ experience in managing and implementing large donor-funded projects in Rwanda
  • At least 8 years’ experience as a clinical provider of family planning services, including in long acting reversible contraceptives and permanent methods
  • Proven experience working with and for adolescents and young people, and track record of successful implementation of similar programs in Rwanda
  • Qualification as an “advanced trainer”, i.e. a person able to mentor other trainers in using competency-based approaches; experience training health workers on clinical aspects related to ASRH and FP
  • Experience with a mix of practical technical skills in FP/ASRH necessary for FP/ASRH service delivery at the national, clinical and community-level
  • Ability to work with senior MOH officials, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community on ASRH/FP matters
  • Demonstrated in-depth understanding of the Rwandan healthcare system
  • Familiarity with USAID or other USG administrative, management and reporting procedures
  • Ability to coach, mentor and develop technical capacity in national programs and technical staff in ASRH/FP
  • In depth knowledge of FP/ASRH global evidence-based practices
  • Strong oral and written communication and presentations skills in English; French and Kinyarwanda is preferred
  • Strong skills in word processing and Excel spread sheets
  • Ability to travel nationally (frequently)

  • Willingness and ability to travel within and outside the zone, and to work independently with all stakeholders
