FINANCIAL OFFICER

Enabel is the Belgian development agency. Under the 2030 Agenda for Sustainable Development, we carry out public service assignments in Belgium and abroad. In addition, Enabel enhances the impact of Belgium in international development by carrying out assignments for Belgian and international third-party donors.

The new country programme for the Belgo-Rwandan cooperation 2019 – 2024 will intervene in three sectors: health, agriculture and urbanisation, and in each of these sectors particular attention will be given to a limited number of cross-cutting themes: gender, private sector development, and accountability.

In view of the further development of its activities, Enabel is currently looking for a (f/m) Financial Officer.

Location: Kigali, Rwanda.

Duration of the contract: Open-ended employment contract – local contract according to the Rwandan labor law

Expected starting date: October 2019

Salary package:  From 1.015.292RWF gross salary depending on the number of years of relevant experience.

Function:

Under the supervision and leadership of the International Administration and Financial Expert (RAFI), the Financial Officer will be in charge of the financial management of the Enabel funded projects.

In general, (s)he will:

  • Support for the preparation of budgetary planning and monitoring in order to allow for qualitative budget management.
  • Control the reporting in order to ensure expenditure is in compliance with the Grant Agreements.
  • Manage the questions regarding fiscal and social domains in order to ensure complete and qualitative information on these matters.
  • Perform the monthly financial closing;
  • Verify the correctness of imputation;
  • Provide support to the elaboration of budget change proposals and validate them following Enabel and the partner guidelines;
  • The financial planning is drawn with due regard to the updated operational planning and established budgets
  • The accounting procedures and rules of the Republic of Rwanda and Enabel are followed, in order to assure that the information presented in the financial reports is correct, as to provide a reliable basis for decision-making
  • Control the reporting in order to ensure expenditure is in compliance with the Grant Agreements.
  • The bank accounts and cash flows & balances are well managed
  • Analyze the treasury position and prepare the request for funds to be submitted to the Enabel International Finance Expert responsible for financial management
  • The compliance of invoices, salaries is verified according to the procedures, and their timely payment is assured
  • Financial monitoring and reporting are prepared timely and accurately
  • Carry out the banking reconciliation;
  • Ensure the daily management of banking relations;
  • Ensure a quarterly update of asset inventory;
  • Ensure the daily management of the vehicles in coordination with the administrative assistant;
  • Support to internal and external audits
  • The incumbent may carry out some administrative task related to the project management unit (Driver scheduling, Vehicle logbook …)

Profile:

  • Rwandan Nationality;
  • Bachelor degree in Management, Finance or Accounting,
  • Minimum 5 years of relevant working experience in a similar position of which at least 2 years specifically in Accounting, in the same position or equivalent within either a public organization, a government project or a highly recognized private organization;
  • Having a relevant working experience of at least 2 years with development projects and programs shall constitute an advantage
  • Proven knowledge of the Rwandan Financial Management System (IFMIS)
  • Knowledge of Enabel Financial management system will be considered as an advantage
  • Knowledge of management processes in the public sector (budgeting, accounting, financial reporting, treasury management, public contracts, internal control, and audit) shall constitute an advantage
  • Having strong oral and written communication skills in Kinyarwanda and English or French;
  • Possess proven experience with financial and budgetary management software
  • Computer literate with proficient knowledge of MS Word, Excel and PowerPoint
  • Proficient in Kinyarwanda and English. Working knowledge of French is an asset
  • Capacity development of partner entities in order to contribute to the improvement of their organization, processes, and systems and of their staff’s competences.

  • Ability to work in an international, multi-stakeholder environment, maintain effective and cooperative relations with national authorities as well as donors
