Trócaire is the official overseas development agency of the Catholic Church in Ireland, established in 1973 and currently has presence in more than 17 countries in Latin America, Africa and Asia including Rwanda. Trócaire has been operating in Rwanda since 1994 and is currently implementing a 5 year Strategic plan from 2016-2020 focused on 3 programme pillars: Resource Rights, Women’s Empowerment and Preparing and Responding to Emergencies. Trócaire does not implement programme directly. Instead the organisation works in partnership with local civil society and Catholic organisations in 7 districts in Rwanda.

Trócaire Rwanda secured a USAID cooperative agreement Award to implement the project entitled Enhancing Participatory Governance and Accountability (EPGA) effective from 13 April 2017 to 12 April 2020. The project is oriented towards strengthening participatory and accountable governance through the participation of civil society and citizens, particularly women and youth, in the formulation, implementation and monitoring/evaluation of development policies and programs in the agricultural sector in five districts of Rwanda namely Rulindo, Gakenke in the Northern province, Nyanza, Nyamagabe and Nyaruguru in Southern province.  For this activity, Trócaire works together with 3 partners (CEJP, RDO and UNICOOPAGI).

A Finance Officer role has arisen within our office for a period effective June 2019 to April 2020.  Reporting to the Programme Accountant, the role will work closely with sub-grantees under USAID.   Responsibilities include supporting sub-grantees on administration, financial management and reporting.   Specifically, the role covers the following broad responsibilities:

 Sub-grantees Support

  1. Assist in posting the transactions in the accounting system;
  2. Assist in preparing bank reconciliations;
  3. Assist Sub-grantees Project Officer in ensuring compliance with USAID regulations on procurement such as SAM and terrorist checks;
  4. Work with the finance team to ensure log books are completed and monthly fuel reconciliation is done;
  5. Supporting month end reporting processes and adequate filing of documents;
  6. Assist in preparation of timesheets;
  7. Work with the Project Officer during field visits to ensure all supporting documents and disbursements to beneficiaries are done on time.

General

  1. Supporting the Programme Accountants in terms of USAID partner grant management reviews;
  2. Support preparation for USAID audits – collating documentation from partners;
  3. Other responsibilities as assigned by FAM or Country Director.

The FO will work in close collaboration with sub-grantees and the Trócaire Country Finance and Administration Team and is a key business partner to the rest of the Country Team to achieve the strategic and operational goals of Trócaire in Rwanda.   The role will commit 90% of time to Partner Grant Management and deliver this with the Programme Accountants and Finance and Administration Manager. The role suits a team player, someone who available on short notice and is passionate about development and one who will be available from June 2019 to April 2020.

Expected skills, competencies, and qualifications:

  1. Relevant Accounting or Finance Degree;
  2. Progress towards an Internationally accepted Accounting qualification such as ACCA/CIMA or CPA is an added advantage;
  3. Experience in with USAID rules and regulations: Grant and Cooperative Agreements;
  4. Minimum of 3 years’ experience in Audit/Finance in an NGO environment;
  5. Intermediate to advanced Microsoft word and excel skills;
  6. Demonstrated analytical skills;
  7. Fluency in written and spoken English and French. Fluency in Kinyarwanda is an added advantage;
  8. Good understanding of financial management systems. Exposure to SAGE accounting system is an added advantage; and
  9. Impeccable integrity and work ethics, attention to detail and ability to work under pressure while meeting deadlines.

The Finance Officer is expected to participate in monthly grant review meetings in sub-grantees and Trócaire and engaging with management to follow up on resolutions from monthly grant review meetings to ensure timely resolution of matters agreed. The Grant Finance Officer role requires someone with strong understanding of procurement, internal controls, risk management, and payment cycle.    The role is expected to make recommendations to sub-grantees and Trócaire Finance and Administration Manager on areas that require improvements in terms of grant management, policies, and internal controls.
