Job Description

  •  Ensure the identification of skills development needs of Public Servants and the development of their Capacity Development plans and oversee their implementation.
  • Ensure that job descriptions for each job position in Public Institutions are available with clear proficiency levels as well as identification of competencies that cut across job families and define career progress a staff can go through within an occupation category during one’s career.
  • Ensure the roll out and the mainstreaming of the Competency Framework in the entire Public Service.
  • Provide technical support to the Public Service institutions to mainstream the Competency Framework in their operations.
  •  Liaise with Public Service recruitment, training and capacity building agencies to facilitate the implementation of the Competency Framework.
  •  Participate in the review and the improvement of the performance management system to ensure its alignment with the framework and Results Based Performance Management.
  •  Collaborate with Public Service training institutions in the development of curriculum for identified competency gaps.
  • Oversee the implementation, monitoring, evaluation and reporting on the implementation of Staff Capacity Development plans and their Competency Framework.

Job Profile

A0 in Human Resources Management, Public Administration or Administrative Sciences, Management with 3 years of working experience in Human Resources Capacity Development.

Master or Equivalent in Human Resources Management, Public Administration or Administrative Sciences, Management

Key Technical Skills & Knowledge required: 

  •  Extensive knowledge and understanding of the Rwanda Public Service Sector and Institutional Organisation.
  •  Creative, proactive, customer focussed, solutions led and outcome driven.
  • High Analytical & Complex Problem Solving Skills.
  • Interpersonal Skills.
  • Effective communication skills.
  •  Able to work well with both internal and external clients.
  •  Good presentation skills, and ability to communicate with various audiences, including end users and managers.
  •  Self
  •  starter with leadership skills in order to take charge of or facilitate requirement gathering sessions.
  •  Strong attention to detail organizational skills.
  • Quick learner who is easily able to learn new products, systems, applications and technologies.
  •  Time Magement Skills.
  •  fluent in Kinyarwanda, English and/ or French; knowledge of all is an advantage.
