Vacant Position: NELSAP-CU Human Resources Officer

(National Position)

1. Background:

The Nile Basin Initiative (NBI) is a partnership of the riparian states of the Nile. The NBI seeks to develop the river basin resources in a cooperative manner, share substantial socioeconomic benefits, and promote regional peace and security.

2. Purpose

The Human Resources Officer is responsible for the day-to-day planning, coordination, and management of NELSAP CU Human Resources Function, He / She will ensure that NELSAP policies are implemented appropriately in accordance with the rules, regulations and procedures at all levels. Provide leadership to the delivery of regular, high quality Human Resources administration for NELSAP-CU including payroll, appointments, and terminations, leave administration, statutory administration, staff training and development, coaching, performance management, advisory and associated services.

3. Accountability and Reporting

The HRO will report and be accountable to the Finance & Administration Manager, NELSAP-CU.

4. Main Duties and Responsibilities:

  1. Using expert advice as appropriate and in liaison with the Finance & Administration Manager, develop and implement approved human resources strategies, policies, and procedures for NELSAP-CU that guide in developing and applying procedures, resulting in the provision of quality staffing in a fair and open manner whilst remaining efficient and effective.
  2. Running the day-to-day operations of the HR functions and duties at the NELSAP CU including keeping and maintenance of staff attendance records.
  3. Providing clerical and administrative support to the Finance & Administration Manager in all human resources related tasks.
  4. Coordinating communication with candidates and schedule interviews.
  5. Conducting initial orientation and induction of newly hired employees.
  1. Setting up and implementing administrative systems for staff records, appointments, progression and promotion, recreation and other types of leave, staff benefits, and terminations.
  2. Processing and follow up on timely recruitment and appointment of staff.
  3. Processing documentation and preparing reports relating to personnel activities (staffing, recruitment, training, grievances, performance evaluations etc.)
  4. Safeguarding of staff/human resource files and ensuring that all required human resources information is on file.
  5. Maintain staff database on a regular basis, keep and update their records regarding leave, social security, professional tax (PAYE), health insurance, and other benefits they are entitled to.
  6. Assisting in payroll preparation by providing relevant data (absences, bonus, leaves, etc)
  7. Update Human Resource Management Procedure Manuals and Code of Conduct and regularly update data on the organizational structure.
  8. Develop measures of Staff Welfare and arrange intra-organizational conflict management and general counselling services intended for staff as per their needs/consent.
  9. Carry out, in close collaboration with Managers, staff training needs assessment, elaborate capacity building plans, and monitor their implementation.
  10. Manage and oversight the performance appraisal system.
  11. Implement innovative policies and procedures for NELSAP-CU to acquire and retain competent personnel and consultancies at all levels, including staff motivation.
  12. Ensure that staff development programs tailored to NELSAP-CU needs are in place for all staff.
  13. Be part of a team to provide support to the Finance & Administration Manager in providing staff and general administration functions at the NELSAP-CU.
  14. Communicate policies to staff from time to time as necessary.
  15. Set up and maintain physical control and record keeping systems for all fixed and movable assets for NELSAP, in accordance with NELSAP policies.
  16. Dealing with employee requests regarding human resources issues, rules, and regulations.
  17. Update and maintain the Fixed Asset database, asset register as instructed, (acquisitions, transfers, disposals, write-offs, etc).
  18. Reviewing duties, functions and responsibilities of employees.
  19. Coordinating HR projects (meetings, training, surveys etc.) and taking minutes.
  20. Actively participating in the HR departmental meetings.
  21. Any other duties as may be directed by the supervisor.

5.Qualifications and Experience:

  1. Must have a bachelor’s degree in Human Resources Management, Business Administration (Human Resources Management), Public Administration, Administrative Sciences or any other related field. A master’s Degree in the above related field is an added advantage.
  2. At least 5 years’ working experience in an international or regional organization, business environment, in human resources or related field in administration especially in service delivery in public or private sector organizations/institutions.
  3. Proven logistical support to experts and staff within an organization.
  4. Facilitated communication between local and regional partners.
  5. Have a background in HR strategic/succession planning and economic development.
  6. Knowledge of processing documentation and preparing reports relating to personnel activities
  7. Have a strong ability to work in a team environment with a results-based orientation and to bring tasks to completion under tight deadlines.
  8. Have working knowledge of Microsoft Office, and any human resources management information system.
  9. Should be a trainer, results oriented and self-motivated.
  10. Experience working in a multicultural environment with staff from different and diverse cultural backgrounds.
  11. Fluent in English Language, working knowledge of French is an advantage.

6. Key Management, Technical Skills & Knowledge required include but not limited to:

  1. Knowledge of any Nile Basin Initiative member country public service and labor laws. Knowledge of Rwandan public service and labor law is an added advantage.
  2. Knowledge in Conflict Management.
  3. Knowledge of the regulations applying to payroll procedures.
  4. Knowledge of human resources concepts, practices, policies, and procedures.

7. Duty Station. The Human Resources Officer will be stationed at the NELSAP-CU Secretariat, Kigali, Rwanda.

8. Employment Terms. The Employee appointment will be 3-year contract renewable up to a maximum of 10 years. The contract will be renewable based on performance, need for service and availability of funds.
