Section 1: Instructions to Applicants
SNV is an international not-for-profit development organization working in over 38 developing countries for more than 50 years. Our global team of local and international advisors work with local partners to equip communities, businesses and organizations with the tools, knowledge and connections they need to increase their incomes and gain access to basic services – empowering them to break the cycle of poverty and guide their own development.
Context
In full alignment with the draft 2018 Biomass Energy Strategy (BEST) of the government of Rwanda; SNV and GIZ will partner together to start a new project in the renewable energy sector. SNV will be promoting improved cooking stoves (ICS) at various tier levels in order for there to be wide consumer choice based on which improved cooking stoves is right for the consumer. The overall objective of this programme will be to improve access to and sustained use of clean and efficient cooking solutions for poor households through market led production and distribution of improved cook stoves. This will be done through interventions aimed at creating demand, strengthening supply, and creating an enabling environment while at the same time acknowledging the importance of access to finance.
Job Description
Section 2: The assignment and the scope of work
SNV Rwanda wishes to recruit an ICS technical consultant who will be participating into establishing and strengthening an improved cook stoves supply chain: Improving technical skills into ICS manufacturing and establish quality control mechanisms;
Main responsibilities:
· Identify all the ICS private sector actors and continuously scan the market for newcomers
· Quality control for the produced ICS , as per the standards
· Exploring product and production organization improvements for Gasifiers and other innovative stoves
· Exploring urban ICS suppliers and related product and developing a technical support framework
· Technical trainings for stoves retailers
· Identification of and trainings for stoves installers
· Training of installers in technical aspects of hearth installation, energy savings and smoke evacuation
· Develop together with the private sector the technical specifications for their ICS products
· Convening on concrete goals and public engagement in measures to achieve the ICS District Development targets;
· facilitate Private companies to showcase their ICS products into exhibitions and other events
· Develop tailor made technical trainings for ICS manufacturers/Producers
· Connect to research institutions in relation to ICS testing and Branding
· Improving the quality of ICS manufactured locally, including these of the 22 rural ICS cooperatives
· Verify the certification of imported ICS and assist the private companies to get such certification
· Conduct technical mentorship for the 22 ICS cooperative members (Producers, retailers ,clients
· Supporting the establishment of a distribution network and “last mile” retailing system/Hubs in rural areas
· Pro-actively create/Negotiate bulk business opportunities for ICS cooperatives, including through innovative partnerships development
· Conduct monitoring & Evaluation activities, including managing and updating the ICS database, plus on field verification
· Liaise with REG/EDCL in terms of joint activity planning and enhance exchanges on ICS technology trends
· Connect to Tier 3 and above stoves suppliers towards joining efforts for market development
Qualifications
Section 3: Key qualifications:
Candidate profile and technical expertise
Education: Degree in Civil engineering/Environmental technology
Work experience and technical expertise:
-Proven experience in ICS technology;
-Proven experience in technical coaching for cooperatives/or Small and Medium Enterprises;
-Experience in private sector development (Including product development);
-Experience into advocacy and District support;
– Experience into partnering and working with researchinstitutions
-A deep knowledge of markets linkages in Rwanda rural settings
– Past experience in setting-up win-win partnerships
– At least 6 years relevant working experience (Developing a new technologies and technical advisory);
Knowledge, Technical expertise and Abilities:
· excellent interpersonal and networking skills,
· team commitment and gender sensitive;
· good knowledge of the rural energy sector in Rwanda;
· good knowledge of and well connected with the different actors in the sector;
· excellent verbal and written communication skills in Kinyarwanda
· Conceptual working and thinking level with experience in business coaching
· Ability to network and conduct winning linkages
·Attention to details, preciseness in the execution of tasks, solution-oriented working approach and negotiation.
Language requirements: Good command of English and kinyarwanda
Computer Skills: Proficiency /Knowledge of Microsoft Office.

Section 12: Proposals notification of intent to enter into a contract
SNV shall inform ONLY successful applicant(s). The process of negotiating and signing a contract with the successful applicant(s) will follow.
Please note that the release of this RFP does not necessitate that an applicant be awarded.
SNV reserves the right to:
