Position Description:

The I&Q Manager will improve and manage Water4’s partner-focused monitoring and evaluation (M&E) competency development and contribute to the overall monitoring and evaluation of Water4’s progress towards its strategic objectives as well as the quality of its programs.

Key Duties and Responsibilities:

  1. Iteration, documentation, and implementation of M&E strategy for enterprise development
  2. Logistical and administrative coordination for all M&E competency training and evaluation efforts
  3. Management of a 2-4 person team of champions for the support of competency development in monitoring and evaluation
  4. Design Water4 partner impact evaluations to determine internal and external lessons and methods of improving and documenting partner development, outcomes, and outputs.
  5. Deployment, and management of key impact evaluations for Water4 pilot programs
  6. Design of results and logical frameworks for Water4 pilot projects
  7. Contribution to developing strategy and planning for overall competency development in concert with other program content area managers
  8. Ensure the timely and accurate collection of Water4 partner routine and periodic reporting
  9. Analysis and improvement of the current Water4 framework for partner monitoring
  10. Supporting proposal development by contributing specific M&E-related content
  11. Able to travel up to 12-16 weeks per year to achieve the above responsibilities

Qualification and Education Requirements

  • 2 years of experience in monitoring and evaluating outcomes and results of WASH programs and competency development
  • 3 years of experience in a management position, managing teams
  • Bachelor-level education in an M&E-related field of study such as statistics or sociology, including field methods
  • Can effectively and efficiently complete tasks online and with Microsoft Excel and Word Documents
  • Advanced skills in Microsoft Excel for data analysis, including macros, pivot tables, and randomizing functions
  • Familiarity with data collection platforms such as Kobo Toolbox and/or mWater in both survey creation and data analysis
  • Experience in designing and training enumerators for surveying and data collection
  • Multi-culturally sensitive and a team player
  • Highly technical proficiency in English
  • Desire to help Water4 teams improve through mentorship and training
  • Demonstrated interest in working alongside partners in other countries
  • Willingness to travel and adapt to new cultural and social situations

Position Requirements:

  • 5 years of experience in Monitoring and Evaluation
  • Experience in randomized trials, sampling methods, and LQAS survey design
  • Extensive experience with mWater survey design, dashboarding, and report creation
  • Familiar with non-literate methods of training and competency development
  • Fluency in French and English
  • Currently residing in a sub-Saharan country of Water4 partner operations
  • Resident and ability to retain work in Rwanda
