The Higher Education Council (HEC) wishes to inform the general public that the Government of India, through its African Scholarship Scheme administered by the Indian Council for Cultural Relations (ICCR), has offered to the Republic of Rwanda “Thirteen (13) scholarships for under-graduate, post-graduate and PhD courses” for the academic year 2020-2021.
