BACKGROUND:

The IUCN-International Union for Conservation of Nature, Rwanda Country Office in collaboration with The Governments of Rwanda and the Netherlands are in the process of implementing a 3-year programme (May 2019 to April 2022) – “Landscape and Integrated Water Resources Management and Restoration in Sebeya and other Catchments” – The Project . IUCN’s role is to provide Technical Assistance (TA) for the Landscape management and Integrated Water Resource Management. This TA will embrace both water and sustainable land and water management, using a catchment approach based on a strong participatory landscape planning and restoration approach that strengthens ecosystem service delivery particularly in degraded landscapes. IUCN therefore seeks to recruit for the position for Investment Fund Monitoring Officer. The position holder will be located in the RWB offices and will work on a daily basis with the rest of the team in Rwanda Forest and Water Authority (RWB) and the project team to support Investment Fund (IIF)

JOB DESCRIPTION

MAJOR RESPONSIBILITIES:

The Investment Fund Monitoring Officer will support the financial management and Monitoring of the Investment Fund, managed by Rwanda Water Resources Board and will directly report to the team leader with co-direct reporting to the Rwanda Water Board SPIU Coordinator.

SPECIFIC DUTIES:

Working as a Financial link between Investment Fund and technical assistance facility

Provide regular update on financial and overall IIF implementation to the Technical assistance Team Leader
Support to the financial management of the IIF;
Support the IIF procurement process on request of the SPIU Coordinator;
Support the monitoring and Evaluation (M&E) during the implementation of the IIF funded projects (including support to SPIU in monitoring and evaluation of the technical construction Supervisors);
To mobilize and administer all RWFA/ SPIU funds in accordance with the GoR financial management procedures and Donors disbursement Guidelines with a view to ensuring transparent and efficient financial management system that supports effective RWFA/SPIU operations;
Keep track of the execution of funds received by SPIU implementing institutions against planned targets and report on Execution rates per budget line;
Participate in collaboration with the technical team in the preparation of narrative and financial reports as required by GoR or donors to inform decision making organs and funding institutions;
Advise different policies aiming at improving financial management of the RWFA/SPIU;
Prepare quarterly treasury plan according to the annual action plan and budget and prepare the execution report;
Submit regular reports to the supervising authority;
Undertake risk assessment and propose subsequent risk management strategies;
Assist the international expert in his/her duties; and
Perform any other duty as may be assigned from time to time
REQUIREMENTS

Education;

Master’s degree in a relevant field preferably Financial Management or Business Administration

Work Experience;

At least 4 years for Finance and administration; with a good experience in monitoring of water projects;

Work experience in the Rwanda water sector is preferable

Demonstrable experience in procurement support;

Hands on experience in Financial reporting and support in audit preparation;

Experience in working with or engaging with the private sector is an asset;

Experience in working for an international organization is an added advantage;

Language Proficiency;

Excellent command of English and strong verbal and written communication skills
Sound command of the French Language both written and spoken

Functional competencies;

Should be self-motivated and proactive

Should have strong, demonstrable analytical skills

Should have strong interpersonal and communication skills and be able to employ diplomacy, especially when collaborating with a broad range of stakeholders

Fluency in English, with the ability to articulate oneself well in writing

Must have excellent IT skills (e.g. MS Office, online research, etc.); ability to learn new tools is an asset

Must have excellent organizational skills with the ability to manage and prioritize own workload

Must be an excellent team player and is expected to work well in a multicultural and multidisciplinary environment

Ability to develop a strong personal network in Rwanda water sector

Committed to continuous learning and proactive and mature attitude towards self-development;

Ability and willingness to travel
