The Management of Energy Development Corporation Limited (EDCL) would like to inform the public that it is recruiting qualified and experienced staff on the following positions:


1. Contract Management Specialist/EARP

Key roles & responsibilities

  • Prepare annual procurement Plans in accordance with the strategic, action plans and budget for the implementation of the company’s and its agencies activities and ensure its implementation on a timely and efficient manner;
  • Consolidate procurement items from all departments ensuring that delivery is done as per the user’s needs, Develop legal policies, process and procedures in line with the Rwandan law and the strategic objectives of Energy Development Corporation Limited.
  • Review periodically the company Procurement Plans and update them on a regular basis;
  • Monitoring contract implementation and performance of suppliers/contractors/consultants in delivering the contracted goods, services, and works (including taking action for non-performance);
  • Manage and monitor that all procurements are processed within budget lines
  • Advise users to seek approval on unbudgeted items and items that have exceeded budget
  • Provide guidance on procurement budgeting
  • Liaise with the business units, suppliers and the tender committee to ensure that user requirements are approved by the committee
  • Implement/Execute the decisions of the Tender Committee on changes to procurement contracts
  • Communicate deliberations of Tender Committee to users and external parties
  • Monitor the market and vendor bases for emerging services and trends for potential opportunities and advise management accordingly
  • Prepare weekly , monthly, Quarterly and annual reports on procurement plan execution
  • Prepare annual reports on service provider performance and advice the management
  • Prepare, facilitate and providing required documents to procurement audits of the company and ensure smooth audit conduct which result in high process compliance.
  • Setting up a procurement filing system guarantying procurement documents’ safety and long run usage and retrieval.
  • Monitor delivery and quality of services by providers and effect penalty charges to service providers where applicable;
  • Update and maintain the company Procurement Manual including procedures and standard forms to be used during implementation;
  • Monitor and ensure that the procurement calendar is respected and there is timely delivery on planned activities;
  • Monitor contract implementation progress, provide regular and progress status and advice on possible delays, contract termination or extension;
  • Setting up a framework contract monitoring system and ensuring contracts’ renewals are done whenever necessary or advice for new tendering process before contract expiry.
  • Verify the admissibility , validity and safeguard of performance and advance guarantees and advice project managers/management before their expiry and release at the completion stage;
  • Prepare purchase order in accordance with existing framework contracts and based on the necessary approvals and budget.

Qualifications and experience

Bachelor’s degree (A0) in Business Administration, Procurement, Management, Commerce, Electrical Engineering, Civil engineering, Law or a full professional qualification in Procurement with minimum of 5 years of relevant experience in a Contract Management or Procurement role

Master’s Degree in a relevant field and relevant experience as mentioned above is an added advantage


2.GIS Survey Officer

Key roles & responsibilities

Conduct topographic survey as requested

Collect field data using a GPS, DGPS, Total Station or other equipment as needed.

Create and maintain the structures necessary for GIS data storage.

Develop tools for loading/transferring GIS data between different systems.

Manipulate, analyse and present geographical information by creating programs to convert GIS information from one format to another

Edit and update GIS spatial data, including points, lines and polygons, and attribute data into databases or layers, following standard procedures.

Producing high quality maps, reports and plans at an appropriate scale

Update the geodatabase on a weekly basis

Carry out as-built and Profile, single line diagrams using ArcGIS, Collector, COVADIS and Autocad

Follow established and detailed procedures during data collection

Any other duty that may be assigned to him by his supervisors

Qualifications & experience

  • At least a Bachelor’s Degree in Geography, Surveying & Geomatics engineering, Cartography or any other related
  • At least two (2) years of experience in a relevant role

3.Transmission-line engineer-Electrical (re-advert)

Key roles/responsibilities

  • Develop proper network design alternatives and prepare appropriate expansion Plans, in order to ensure their timely dimensioning
  • Any other duties that might be assigned within the scope and mandate of the unit
  • Manage all the activities of the projects and ensure reliability to promote efficiency;
  • Asses the needs of the projects in terms of materials and tools and ensure that the necessary items are procured in a timely manner;
  • Conduct product demonstrations, provide project status updates and respond to any field technical inquiries
  • Regularly monitor the running of the projects and assess new installations before commissioning;
  • Schedule material deliveries and assist with contract negotiations;
  • Avail a perfectly coordinated plan for protection of the materials and tools being used for the projects;
  • Develop and manage schedules for software and hardware programs;
  • Coordinate and monitor releases from requirements to deployment;
  • Plan, supervise and carry out rehabilitation and reconfiguration of projects;
  • Manage budgets and costs of all the activities which he/she is accountable.
  • Report periodically monthly, quarterly and annually) on the performance of the Directorate (budgets Vs actual targets)

Qualifications and experience

  • At least a Bachelor’s Degree in Electrical or Electromechanical engineering
  • At least One (1) year of proven relevant working experience in power transmission-lines.

4.Transmission-line Engineer-Civil

Key roles/responsibilities

5. Power System Design Engineer

Key Roles/Responsibilities

  • Designs power system facilities and equipment and coordinates construction, operation, and maintenance of electric power generating, receiving, and distribution stations, transmission lines, and distribution systems and equipment: Designs and plans layout of generating plants, transmission and distribution lines, and receiving and distribution stations.
  • Directs preparation of, or prepares drawings and specific type of equipment and materials to be used, in construction and equipment installation.
  • Estimates labour, material, construction, and equipment costs.
  • Inspects completed installations for conformance with design and equipment specifications and safety standards.
  • Observes operation of installation for conformance with operational standards.
  • Coordinates operation and maintenance activities to ensure optimum utilization of power system facilities and meet customer demands for electrical energy.
  • Review design, calculate and simulate system as per ratings and release final reports.
  • Create electrical one line diagrams and schematics for power systems components.
  • Review new and upgraded power system connections reports and ensure compliance with REG reticulation standards
  • Power system design including the power generation planning, electricity network design and planning; Load demand and power supply forecasts;
  • Prepare an Integrated plan for the implementation of the power system master plan (taking into other infrastructure projects);
  • Plan for access to electricity using off-grid solutions;
  • Mapping of all energy infrastructure using GIS and other tools;
  • Analysis of power system including simulation results of energy flow in the electricity network;
  • Implementation plan for the Energy Sector Strategic Plan;
  • Provide quality of services standards and guidelines for the development of power system infrastructure;
  • Monitoring reports for compliance with standards and quality of services guidelines for power systems planning, power transmission and power distribution;
  • Produce a weekly, monthly and quarterly plans and reports with regard to the activities of the Unit;
  • Any other duties that might be assigned within the scope and mandate of the unit and department;

Qualifications and experience

  • Bachelor’s degree in Electrical engineering with a bias in power systems
  • A background in power systems operations or planning may be beneficial.
  • Three (3) years of experience in power systems design role

OR

  • Master’s Degree in Power Systems Engineering or Electrical Engineering
  • Two (2) years of relevant experience in power systems design

6.Procurement Specialist/EARP

A- Advertising, planning and filing

Key roles/responsibilities

  • · Prepare and publish general notices, specific notices and request for expressions of interest
  • · Prepare and issue bidding documents, request for proposals (RFP) in consultation with Technical departments
  • · Establish a data base of qualified suppliers and service providers and update it regularly,
  • · Establish and update regularly the program procurement plans spelling out the various services financed by the program,
  • · Design and establish a reliable and comprehensive filing and record keeping system of all procurement of the program.
  • · Ensure that the procurement plan is advertised as well as on the websites of the Implementing Agency

B-Rules and Procedures

  • · Ensure that the procurement manual is updated and known by all relevant staff
  • · Ensure that the procurement activities are carried out in accordance with donor’s procurement procedures and guidelines, RPPA and other donors as required
  • · Ensure that the quality of bid documents and request for proposals is guaranteed, by verifying in particular that all the required conditions to be fulfilled are included;
  • · Ensure that procurement procedures to be followed are outlined in the Project Implementation Manual (PIM) under Procurement Manual Section
  • · Ensure procurement/selection methods used are indicated in the Financing Agreement.

C- Selection of the consultants

  •  Ensure that input to procurement (Terms of reference) are timely obtained from technical or user departments/units
  • Draw up Request for proposals and the consultants shortlist on the basis of elements and the specifications of services financed by the program and prepare no-objection requests when required;
  •  Receive proposals, lead and participate in the opening of technical and financial proposals;
  •  Participate to the evaluation process of the technical and financial proposals, coordinate and participate to the negotiation process when required;
  • Prepare the draft contract between the Program/ EDCLand the chosen consultants after obtaining the no-objection (if required);
  • In collaboration with the Contract Management Directorate, ensure that services are provided as stipulated in the contract provisions, propose recommendations for the settlement of disputes which could occur during the implementation of the contract;

D- Works and Goods

  • Ensure that input to procurement (Technical specifications) are timely obtained from technical or user departments/units
  • Prepare tender documents on the basis of the technical specifications prepared by the service beneficiaries financed by the Program, and ensure that the tender documents are advertised;
  • Coordinate and carry out the bidding process, including the pre-bid or pre-proposal meetings, provide clarifications, etc;
  • Be present during the opening of bids, write minutes for opening sessions, evaluation report, draw up minutes of the award of the tender, prepare contracts between the Program and the suppliers/entrepreneurs awarded after tender process and No-objection (if required);
  •  In collaboration with the Stores and Logistics Manager and other concerned parties, ensure timely reception of the goods and the works of the various contracts financed by the project;
  • Establish a database of the performance goods suppliers, entrepreneurs, consultants and update database regularly;

E.Capacity Building

  • Mentor colleagues by sharing knowledge in procurement operations;
  • Support capacity building in procurement management of staff that deals with procurement operations with emphasis on donor procurement procedures and RPPA Law;
  • Advise the implementing Agency on general contract management and monitoring.

Qualifications and experience

  • Bachelor’s Degree in Engineering, Management, Procurement, or other equivalent degrees in related field;
  • At least 5 years of proven relevant experience in procurement in donor funded projects;
  • Being conversant with donors and Government of Rwanda procurement procedures and guidelines;
  • Full or partial professional certification in Procurement will be an added advantage
  • Experience in utility or other big company procurement would constitute an added advantage

7. Tax Accountant

Key roles & responsibilities

  • Review of invoices submitted for payment and prepare payments thereafter
  • Ensure that all taxes are properly withheld during preparation of invoice payment,
  • Ensure that all taxes withheld are declared and paid to RRA on time to avoid payment of fines and penalties
  • Ensure that monthly declaration is done before 15th of the next month and annual tax return is declared before 31st March of the following financial year.
  • Work closely with RRA to ensure monthly tax reconciliations are updated
  • Update the management for new tax laws and ensure that it is well implemented by the company to avoid penalties.
  • Work closely with RRA and declaration companies to get documents of declared customs duties and ensure they are paid on time
  • Provide all support documents to external as well as internal auditors related to taxes withheld, declared and paid.
  • Ensure that accounting treatment of taxes is well maintained in the books of accounts according to the requirements of GAAP as well IFRS.

Qualifications and experience

  • Bachelor’s Degree (A0) in commerce, Accounting, finance, Business Administration with specialisation in accounting or Finance;
  • At least 2 years’ experience in accounting or Finance related role
  • Having a professional qualification of CPA, ACCA or CAT or pursuing any of these professional qualifications is an added advantage
  • Having knowledge in use of IFMIS is an added advantage

8.Corporate Planner

Key roles & responsibilities

Organization and planning policies

  • Review the EDCL’s planning policies and procedures to ensure clarity in the planning environment, responsibilities and practices leading to timely and effective planning.
  • Diffuse planning across the organisation including effective liaison with the key actors in each department to ensure effective representation, coherence and completeness in the resulting plans
  • Develop appropriate planning tools/templates and ensure that they are adopted by all the departments for effective planning, coordination and monitoring of the plans
  • Ensure that the linkage with REG/EDCL and other relevant agencies of government and their requirements from a planning perspective are incorporated in the company’s considerations.

Strategic Planning

  • Review the REG strategic Plan and the Sector Plans from both MININFRA and EDCL’s Planning department and ensure the commitments therein are reflected in the EDCL Business Plan
  • Analyse the historical performance of the EDCL and the energy sector in terms of development programmes and projects so as to establish credible forecasts for the Company taking into account the national sector strategy and policy (EDPRS, V2020, SDGs)
  • Lead the strategic planning process to avail EDCL with realistic Strategic Plan through a thorough consultative process
  • Be at the helm of developing the EDCL Business Plan with a clear implementation matrix with specific collaboration with the M&E specialist, the other departments
  • Plan and lead regular progress reviews on the implementation of the EDCL strategic plan

Action Planning

  • Develop quality planning tools and establish mechanisms for EDCL aligned to best practice and standards
  • Lead and coordinate the elaboration of the EDCL annual action plans aligned to the company Strategic Plan & Business Plans
  • Lead and coordinate decentralized departmental and unit planning to ensure that each EDCL department and Unit have quality annual and quarterly and monthly action plans relevant to their mandates and the overall organizational mission and targets

Monitoring & Evaluation

  • Participate actively in regular progress reviews on the implementation of organizational, departmental and unit action plans and establish relevant mechanisms

Budgeting and Reporting

  • Participate actively in the development of the EDCL budgets aligned to the strategic plan, business plans &action plans
  • Participate actively in elaborating the Department/Unit (Project Coordination Unit) annual budgets and costs of all the activities which he/she is accountable and monitor performance of the budget
  • Develop briefs and reports relevant to planning for the Project Coordination Unit Coordinator and the MD/EDCL as may be required

Capacity Building

  • Plan and deliver in-house for staff at department and unit levels on planning to ensure continuous improvement of the quality of departmental and unit plans

Qualifications and experience

  • Bachelor’s Degree (A0) in Planning, Management, Project Management, Public Administration, M&E, Economics and any other relevant field with at least three (3) years of relevant experience in a busy public or corporate entity.

OR

  • A Master’s Degree in Planning, Management, Project Management, Public Administration, M&E, Economics and any other relevant field with at least two (2) years of relevant experience in a busy public or corporate entity

9.Substation Engineer (re-advert)

Key roles/responsibilities

  • Assist in Supervision of the implementation of the substation contract for the Project and establishment of a Project Site Organization for the contractor as specified below:
  • Examination and approval with the consultant of the EPC Contractor detailed design documents and drawings for compliance with the specifications in accordance with sound engineering practice;
  • Supervision of all substation installation activities and ensure that the works are done in compliance with the contract plans and specifications with regards to both quality and timing,
  • Inspecting and approving with the consultant the factory acceptance tests (FAT) during the manufacture of major substation items of equipment and at the manufacturers’ premises;
  • Verify in collaboration with the consultant if the material and equipment delivered at field sites correspond to the technical specifications.
  • Supervise and approve the testing and commissioning of substation installation works.
  • Check and approval with the consultant of complete set of “As-Built” drawings, and documentation; and hand over formalities.
  • Approval with the consultant of the EPC Contractor’s human resources and occupational health and safety policy.
  • In providing all contract notices, instructions, orders, certificates, approvals and all communications under the contract (generally referred to as contract administration) for the contract and liaison with the contractor.
  • Any change (variation) orders, completion time extension and/or financial claims arising from the contractor, requires the approval of Client after a deep assessment and recommendations to Client based on the day-to-day records and applicable conditions of contract.
  • Prepare the completion certificates and final acceptance certificates with the consultant to contractors as per the terms and conditions of the contract.
  • Preparation of monthly and quarterly project progress reports as required by Client.
  • Monitor compliance with the consultant by the EPC Contractor during installation and commissioning for applicable legal requirements of Rwanda.
  • Prepare and submit with the consultant the Project Completion Report that outlines, inter-alia, achievements in meeting the objectives and target set out for Client.

Qualifications and experience

  • Have at least a Bachelor of Science (B.Sc.) in electrical engineering,
  • HV AC substations design,
  • Have at least 5 years of experience at least in the field of High Voltage substations construction and design with technical know-how in power system protection/control
  • Added advantage: Experience working on implementing and managing projects on AfDB and/or World Bank-funded projects

10.Head of Transaction & Legal Services

Key roles/responsibilities

Strategic Management

  • Develop legal policies, process and procedures in line with the Rwandan law and the strategic objectives of Energy Development Company.
  • Update the company legal policy in accordance to new laws, and communicate the same to the different stakeholders
  • Take the lead in the development and reviewing of various policies for Energy Development Company Ltd

Advisory Services

  • Provide guidance on legal and governance issues or matters that may arise for the Organization’s compliance with the relevant legislation and best practice.
  • Assist in the provision of legal support to all other departments in the organisation

Contract Management and Negotiation

  • Lead in the drafting and negotiation of contracts to include contract negotiation in coordination with the Electric Utility legal services.
  • Review and execute contract documents involved, evaluate legal disputes arising there from or otherwise advising on appropriate legal positions to be taken in the Organization’s best interest.

Legal Services

  • Represent the REG and Energy Development Company in courts of law and provide legal advice
  • Prepare legal opinions and undertake research on matters relating to the mandate of the Authority.

Leadership

  • Provide overall leadership of the legal department and Supervise and manage the performance and development of staff in the department in line with the Organization’s goals, objectives, policies and regulations.
  • Develop a departmental annual work plan and financial budget and monitor their implementation in line with EDC Business plan

Qualifications & experience

  • At least a Bachelor’s degree (A0) in law
  • At least 5 years of experience in a senior legal role in a busy public or private entity
  • Possession of a Master’s Degree in law is an added advantage
  • Possession of a Legal professional qualification is an added advantage
