JOB ANNOUNCEMENT

Rwanda has committed itself to reaching very ambitious targets in water supply and Sanitation, with the vision to attain 100% services coverage by 2020.

The Water and Sanitation Corporation WASAC LTD is the entity setup to manage water and sanitation services in Rwanda as a result of the Government (GoR) decision to unbundle the National Utility former EWSA since 2014.

Therefore, WASAC LTD wishes to recruit qualified candidates to fill the following positions:


1. Chief Accountant (1)

Reporting to: Financial controller

The specific job descriptions include the following:

  1. Review payment process and ensure that accounting transactions are adequately supported;
  2. Verify invoice voucher to ensure that trade and other payables are properly booked to reflect the actual obligation position of WASAC;
  3. Conduct general ledger review so as arriving at adjusted trial balances;
  4. Oversee accounting transactions booked to ensure their accuracy and complete posting processes for updating the General ledger of WASAC;
  5. Propose adjustments or correction schedules of accounting errors as required by International Financial Reporting Standard;
  6. Prepare and play oversight of internal controls that surrounding preparation and presentation of financial statements. These controls should provide framework and oversight safeguarding chart of account of WASAC;
  7. Conduct monthly period end activities as provided for in financial policies and procedure manual of finance.
  8. Update transactions quoted in foreign currencies to ensure that general ledger of WASAC is adequately complete.
  9. Sign-off monthly payable reconciliation statements that are reconciled with the general ledger balances prepared by payable accountant; ensure that payable circulation is done as early as before end of the month and the auditors
  10. Review bank reconciliation statements of all bank accounts of WASAC and ensure that reconciling items genuine and the team of bank reconciliation were provided for guidance and feedback on reconciliation;
  11. Provide supervisory role to financial accountants to ensure that tasks and responsibilities are completed on due time;
  12. Timely report to Financial controller and provides assistance to preparation of financial statements of WASAC;
  13. provide maximum facilitation to external and internal audit
  14. Motivate finance staff to ensure disciplined accounting is maintained;
  15. Perform any other duties as assigned by your superiors

Education & Qualifications+ Experience

  1. Bachelor’s Degree in Finance or Accounting; Fully qualified CPA or ACCA or any
    other IFAC accreditation would be an added advantage;
  2. At least 3 years of practical experience in positions of Accountant or Finance
    Officer;
  3. Computer literacy, ability to use all programs in MS Office especially proficiency in
    MS Excel.
  4. Proficiency in ERP system an added advantage;
  5. Knowledge of International Financial Reporting Standards (IFRSs/IASs)
  6. Language Requirement: (Fluent) Speaking/Reading English and Kinyarwanda is required
  7. Exhibit analytical skills and attitude to work ethics

2.Head of Tax and Compliance(1)

Reporting to: Financial Controller

The specific job descriptions include the following:

  1. Provide oversight functions of senior tax accountant to deliver on due time;
  2. Accord advisory role on interpretation of completion transactions and contracts that involve advanced knowledge on taxation;
  3. Sign-off reconciliation statements of VAT account that is duly confirming the
    balance that Rwanda Revenue Authority agrees to Water and Sanitation Corporation;
  4. Review financial statements of WASAC to prepare taxable profit for estimating
    corporate income tax and the respective deferred tax liability or assets;
  5. Follow up withholding tax claimable from RRA during tax computation in form of
    tax credit;
  6. Work actively with Rwanda Revenue Authority auditors to ensure that WASAC
    responds to audit queries;
  7. Exhibit leadership skills to lead and manage staff in tax unit;
  8. Conduct performance measurement of staff in tax unit;
  9. Perform any other task as assigned by the supervisor

Education & Qualifications+ Experience

  1. Bachelor’s Degree in Finance or Accounting; being a qualified CPA or ACCA or any .
    other IFAC accreditation would be an added advantage;
  2. At least 3 years of practical experience in positions of Accountant or Finance
    officer;
  3. Computer literacy, ability to use all programs in MS Office especially proficiency in
    MS Excel;
  4. Proficiency in Rwandan taxation, EAC protocols, and updated incoterms;
  5. Proficiency in ERP system is an added advantage;
  6. Knowledge of International Financial Reporting Standards (IFRSs/IASs)

3.Senior Revenue and Receivable Accountant

Reporting to: Chief Accountant

The specific job descriptions include the following:

  1. Perform daily reconciliation of sales ledger accounts with a customer management system for controlling full interface;
  2. Oversee bookkeeping of other revenue to ensure that recording is done on daily basis to not inhibit or delay financial reporting;
  3. Monitor client payments accounts for WASAC bank accounts and ensure client
    accounts and the cashbook are updated on daily basis;
  4. Conduct daily water revenue reconciliation for maintaining accurate water revenue accounts as billed by commercial field officers (CFOs);
  5. Oversee financial transactions and process invoices in a timely manner;
  6. Perform record-keeping of all financial operations;
  7. Perform reconciliations of account receivables;
  8. Handle audit queries raised by external/internal auditors including those of Rwanda
    Revenue Authority;
  9. Perform any other task as assigned by your superiors;

Preferred Experience, Technical Skills & Abilities

  • Bachelor’s Degree in Finance or Accounting; pursuing Advanced level of CPA (ICPAR) or Section 4 of CPA(KASNEB) or Level 2 of ACCA or any other IFAC accreditation would be an added advantage;
  • At least 2 years of practical experience in positions of Accountant or Finance officer;
  • Computer literacy, ability to use all programs in MS Office especially proficiency in MS Excel;
  • Proficiency in Rwandan taxation, EAC protocols, and updated incoterms;
  • Proficiency in ERP system is an added advantage;
  • Knowledge of International Financial Reporting Standards (IFRSs/IASs);

4. Job title: Senior Tax Officer

Reporting to: Head of Tax and Compliance

The specific job descriptions include the following:

  1. Calculate transactional taxes comprising of VAT and WHT for payments made by WASAC;
  2. Review statutory tax and deductions of pay as You Earn and other employ benefits to ensure that WASAC is complying tax laws and regulations;
  3. Prepare quarterly compliance report to comply to Rwanda Utility Regulatory Authority’s regulations on the water and sanitation sector;
  4. Work in co-operation with WASAC’s clearing agency to ensure that tariff on imports is correctly applied;
  5. Follow up water project life cycle to estimate tax implication to WASAC position;
  6. Prepare and perform monthly VAT reconciliation to ascertain VAT position of WASAC;
  7. Update general ledger of WASAC with transactions relating to tax accounts;
  8. Declare and pay statutory deductions and transactional taxes on due time as required
    by the laws and regulations;
  9. Handle audit queries raised by external/internal auditors including those of Rwanda Revenue Authority;
  10. Providing policy advise on taxation issues relating to contract formulation and interpretation;
  11. Perform any other task as assigned by your superiors

Preferred experience, Technical Skills & Abilities

  1. Bachelor’s Degree in Finance or Accounting; pursuing CPA (Advanced level for CPA-R, and Section 4 for CPA-K) or ACCA (at least level 2) or any other IFAC accreditation would be an added advantage;
  2. At least 2 years of practical experience in positions of Accountant or Finance officer;
  3. Computer literacy, ability to use all programs in MS Office especially proficiency in MS Excel;

5.Water Treatment Plant Management Accountants (2)

Reporting to: Head of Budgeting cost Management

The competent Management Accountant will be assigned to:

  1. Develop strategies to control the costs incurred during the entire production cycle
  2. Collaborate with statisticians in Urban and commercial team to agree on the rate of technical and commercial losses usually appear between water produced and water billed before the report of Non-Revenue Water is issued and released to the stakeholders of WASAC Ltd
  3. Review and analyze the prime/direct cost (Power for pumping water, chemicals, wages and manpower and other input costs) prepared by the WTP Accountant or statistician from Urban department
  4. Recommend the appropriate use of raw material, electricity and other direct costs for better control of cost of sales of WASAC Ltd
  5. Review and analyze the production overheads and recommend the ways of improving
  6. Prepare and analyze the cost structure and cost behavior for each segment and at company level
  7. Assist the Management Accounting & Compliance Manager in analysis of the inter-transfer transactions for assessing the profit centers of WASAC Ltd on a regular basis
  8. Prepare the consolidated Management accounts of WASAC Ltd on (monthly, quarterly and annual) basis
  9. Raise with Quality assurance team on water quality Analysis to ensure that raw materials used and other inputs in water production are prepared in accordance with applicable standard quality
  10. Perform by other activities as assigned by supervisors

Preferred Experience, Technical Skills & Abilities

  • Bachelor’s degree in Accounting or Finance accompanied by at least level two of ACCA, CPA or any other IFAC accreditation would be an added advantage;
  • A minimum of 2 years of experience as an Accountant or Finance Officer
  • Good command of Microsoft Office (Excel, Word, etc). Knowledge of ERP Oracle is an added advantage
  • Understanding of basic accounting principles & IFRS(s)
  • Effective oral and written communication skills
  • Experience in working with auditors both internal and external

6.Internal Project Accountant (1)

Reporting to: Head of Project Accounts

Duties and responsibilities of the job.

  1. Maintain Project budgets and monitor performance
  2. Ensure costs are posted on the appropriate project and cost centers
  3. Maintained updated works account receivable in accounting system;
  4. Work closely with operations department to ensure works customers are invoiced on time and accurately with adequate documentations evidencing certificate of work completed;
  5. conduct project site visit for verifying value for money your company is benefiting from the work execution
  6. Ensure works invoices are posted promptly in AR ledger and general ledger get updated on daily basis;
  7. Follow up recovery of works receivables and provide Management with monthly recovery report;
  8. Maintain a correct and updated works receivable ledger in accounting system;
  9. Perform works receivable age analysis and ensure corresponding report is made to the head of project for review and action;
  10. Keep custody of relevant source documents supporting account receivable transactions;
  11. Perform by other activities as assigned by supervisors

Preferred experience, Technical Skills & Abilities

  • Bachelor’s degree in Accounting or Finance accompanied by at least level two of ACCA, CPA or any other IFAC accreditation would be an added advantage;
  • A minimum of 2 years of experience in accounting or finance preferably in manufacturing Sector

7.Head of Project Accounts

Reporting to: Management Accounting & Compliance Manager

Duties and responsibilities of the position

  1. Responsible for the accurate reporting of project financial results of WASAC Ltd and ensure that it is prepared in accordance with applicable financial reporting standards
  2. Compile, analyze, and report the project management data at the business unit and company level
  3. Continually assess and improve systems and manual processes related to project accounting
  4. Monitor the project budgets and give early warnings to all project executors of development and internal projects about possible deficits to avoid surprises in adverse planning and operational variances
  5. Review and analyze all the grant contracts and ensure that all terms and conditions are applied in accordance with the applicable financial reporting framework and are very clear to all intended parties
  6. Pre-approve all grant related expenditures and provide guidance on how to properly utilize each grant
  7. Prepare grant financial reports for the donors in different formats as stipulated in the contracts
  8. Assist the Management Accounting & Compliance Manager in business analysis especially in assessing the likely impact of development projects in the core business of WASAC Ltd
  9. Knowledge of internal controls in regard to project management and ability to recommend the additional changes to the existing policies and procedures of WASAC Ltd
  10. Communicate, model and enforce Project Accounting and Company Policies and Procedures
  11. Serve as a lead for internal audit; compile information for internal and external auditors, as required
  12. Communicate any potential risk to the senior managers of finance department
  13. Manage a forward-thinking view of departmental workload and capacity to drive optimum staff utilization and make staffing recommendations accordingly
  14. Train and support the project accountants on their daily operations
  15. Perform by other activities as assigned by supervisors

Qualifications and Personal Characteristics

1)    Bachelor’s Degree in Accounting or Finance. Full Qualified ACCA, CPA or any other IFAC accreditation would be an added advantage;

2)    A minimum of at least 3 years of experience in accounting or finance preferably in manufacturing Sector

3)    Good command of Microsoft Office (Excel, Word, etc). Knowledge of ERP Oracle is an added advantage

4)    Demonstrated ability to manage projects from concept to implementation

5)    Good verbal and written communication skills, including ability to present and speak in public

6)    Ability to lead and mentor team members

7)    Ability to influence change, efficiency and morale among team members

8. Head of Financial Management Information Systems

Reporting to: Financial Controller

The specific job descriptions include the following:

  1. Oversee effective functioning of the underlying Financial Management System including the system continuity and sustainability
  2. Manage Master Data as well as its regular maintenance
  3. Oversee systems security including the assignment and changes in passwords
  4. Institute and oversee the functioning of system controls such as determination of approval hierarchy;
  5. Monitor and inform senior management of finance on internal controls having effect to general ledger of WASAC;
  6. Oversee data security through limiting access to data at different levels of users
  7. Manage creation of GL Accounts and oversee the accuracy of the GL; documentation of reversals by way of journals
  8. Manage the Chart of Accounts and the continuous review of its adequacy as well as the validation of the proposed changes thereto;
  9. Update master data information when required by users;
  10. Manage electronic General Ledger features including reconciliation of the Sub Ledger Accounts and ensuring consistence in balances; this requires investigating and fixing system bugs impairing accounting and posting transactions to general ledger;
  11. Oversee system development (Adds On) as well as system interface with other Non-Financial Management Systems or external systems such as Smart IFMIS;
  12. Develop automated solutions to support un-automated processes and ensure all financial management processes are fully automated;
  13. Handle Financial Management System training and capacity building;
  14. Motivate and oversee financial management information administrator and documentation system operator;
  15. Business Process Management and Automation;
  16. Continuously advising on key matters involving IT skills for other managers;
  17. Perform any other task as assigned by superiors

Education & Qualifications+ Experience

  • Bachelor’s Degree in Business Information Technology, IT application in Management, At least 4 years of practical commensurate experience in positions of Management Information System, Technology Business Analyst;
  • Computer literacy, ability to use all programs in MS Office especially proficiency in MS Excel.
  • Proficiency in ERP system is highly required;
  • Any ERP certificate is an added value;
  • Language Requirement: (Fluent) Speaking/Reading English and Kinyarwanda is required

9.Documentation System Operator

Reporting to: FMIS Administrator

The specific job descriptions include the following:

  1. Keep custody of accounting documents;
  2. Coding and classifying accounting documents for easing retrieval;
  3. Align ledger transactions to archived accounting documents for easing retrieval;
  4. Accord access to source documents to any users;
  5. Follow up document routing;
  6. Centralize archiving of documents of branches, water treatment plant, and central store;
  7. Scan and attach source documents to its relevant transactions made in ERP system;
  8. Work closely with auditors and ensure that all information requests relating to supporting documents are serviced on due time;
  9. Perform any other task as assigned by your superiors;

Preferred experience, technical Skills & Abilities

  1. Bachelor’s Degree in Finance or Accounting.
  2. A minimum experience of 2 years in related field
  3. Computer literacy, ability to use all programs in MS Office especially proficiency in MS Excel;
