1.Introduction & Background

The Water and Sanitation Corporation Ltd (WASAC) is a private company domiciled in the Republic of Rwanda and wholly owned by Government of Rwanda. It was established in August 2014 after dissolution of the Energy, Water and Sanitation Authority (EWSA) through Prime Minister’s Order N987/03 of 16/08/2014 in a reform process. The core mandate of the company is purification, production and distribution of water and sanitation services, as well as development, operation and maintenance of water and sanitation facilities.

The operations of WASAC Ltd are diverse covering Infrastructure Development for Water Network across the country, Water Production and Processing through Water Treatment Plants located in all regions, water sale and distribution across the country. The company has a wide stakeholder network including government agencies such as MININFRA, MINECOFIN, RURA, RISA, Development Partners such as AfDB, European Investment Bank, Africa Growing Together, JICA, Chinese, Lake Victoria Basin Commission, Commercial Banks, Central Bank, and the citizens at large, among a few. This increases the scope of accountability with multiple reporting requirement and hence application of multiple financial reporting frameworks such as IPSAS and IFRSs as well as donor financial management requirements.

WASAC Ltd is pursuing a reform agenda in the interest of streamlining its operations with the objective of enhancing its fiduciary duty to its stakeholders and public at large.

2.Nature of Consultancy and Advisory Services:

WASAC Ltd seeks to engage a Financial Management Consultant to offer advisory services on strategic financial management aspects of the organization spanning from Investment Strategy formulation, Investment Policy Review, Business Process Reengineering, Financial Management System development, implementation and integration, financial modeling, and management accounting system design.

The consultant will support finance department and the executive management during the development of WASAC Ltd Strategic Plan through development and harmonization of financial management strategy to the corporate strategy as well as the preparation of financial projections and forecasting over the planning period.

The consultant will facilitate in appraisal of the outcome of the institutional reform and organizational restructuring, oversee implementation of a financial management information systems (MIS), advice on automation of mundane processes and harmonization of enterprise systems to financial management system, and perform an assessment of risk management system of WASAC Ltd including advising on an effective control environment and its operationalization.

A detailed scope of shall be found in a tender document providing details of the engagement and the requirements of the tender.

3.Key Competences:

Professionalism:

Proven conceptual, analytical, and evaluative skills. The ability to conduct independent reviews and identify issues; formulate options and make sound recommendations; a complete in-depth grasp of financial management concepts and practices with sound knowledge and command of budget development, and resource control; strategic outlook with attention to accuracy and details.

Management Accounting Experience:

Command in-depth knowledge and experience of management accounting including developing management accounting systems.

IT Knowledge and Skills:

Knowledge and experience of design, implementation and manipulation of robust financial management Information System such as Oracle ERP and SAP, with wide knowledge and experience of Project Management of such systems.

Strategic Management Expertise:

Background, knowledge and high level experience of developing and managing strategy in robust and complex company such as WASAC Ltd.

Financial Modeling Expertise:

In depth knowledge and skills in financial modeling in a large and complex organization as WASAC Ltd is a prerequisite of this engagement.

4.Requirements:

You will meet the following requirements:

  1. A qualified and experienced accountant with appropriate IFAC designation (CPA, CIMA, ACCA, CA, etc…);
  2. Possessing an MBA with a strong financial management bias plus the requisite experience will be considered;
  3. At least 10 years of senior financial management and industrial experience;
  4. Knowledge multiple languages including French and English

2.Technical Advisor

Responsible for advising CEO to set and execute the overall business strategy for WASAC and translating Board and shareholder’s mandates to the business and representing management in the Board to ensure that the utility meets its strategic objectives to achieve the overall goals of the utility.

Nature of Consultancy and Advisory Services:

WASAC Ltd seeks to engage a Technical Management Consultant to offer advisory services on strategic technical management aspects of the organization spanning from Investment Strategy formulation, Investment Policy Review, Project management Reengineering, timely implementation and integration of project modeling programs.

To advise management on coordination, collaboration and augment the national effort with the purpose of reaching out, mobilize, collaborate, focus and energize efforts to extend water and sanitation services beyond the confines of urban areas.

To advise management on how to arrive at the ‘universal access target for water and sanitation services, sustained investments needed over a long period of time beyond the capacity of WASAC.

On behalf of CEO to develop and implement water and sanitation project goals, objectives, policies and procedures; manage, direct and organize special project activities that involve other stakeholders and may represent CEO in forums whenever and wherever necessary. The advisory role will be on; planning, organizing and to oversee water and sewerage operations that include but not limited to – management of treatment and laboratory facilities; optimizing services and controlling the NRW; developing and maintaining a robust quality assurance system – conducting applied research, as well as directing and monitoring various water quality programs; optimizing the distribution systems; manage the utility’s water supply function from raw water pumping, storage, conveyance, and treated water pumping, storage and distribution using appropriate systems (manual or SCADA system); establish and maintain a robust utility planning system to innovate around solutions and services; appropriately maintain an ever-expanding infrastructure; drive and be accountable, provide an increasingly superior water and sanitation service; and oversee the establishment of appropriate water and sanitation policies and procedures.

Key Competences:

Leadership: Strong managerial and supervisory skills. Tact and negotiating skills, good judgment and decision-making skills; innovative and technical leadership – performing and/or overseeing the analysis of complex policy and programs issues; ability to get decisions timely executed in a collaborative environment.

Managing Performance:Ability to establish priorities, plan and encourage performance; coordinate and monitor work of others, delegate appropriate responsibility, is accountable and exercise decision-making appropriately.

Technological Awareness: Sound computer skills, including proficiency in Microsoft Office products and complex computerized financial systems – including modelling skills and system project management skills.

Communications and Teamwork: Proven ability to write in a clear and concise manner and effective oral communication skills. Demonstrated ability to develop and maintain effective work relationships with stakeholders (internal and external); strong interpersonal skills and the ability to establish and maintain effective working relations with people with sensitivity and respect for diversity.

Requirements:

You will be a civil engineer, a hydrologist or related field with a masters in water and sanitation operations; you will have at least 10 years of utility experience with 7 years in engineering, planning or management of a dynamic utility. You will have strong leadership skills; strong management and negotiation skills; computer literacy and familiarity with standard office computer applications; excellent interpersonal and communication skills; ability to work under pressure and meet deadlines; and financial management skills. You will ideally be bilingual with a strong command in either of the languages (English or French).
