Position:                            Policy Officer Private Sector Development

Job summary: The Embassy of the Netherlands in Kigali is implementing a substantial Aid and Trade program in Rwanda. Trade and Investment, which includes Private Sector Development, has become increasingly important as a policy theme within the embassy’s programming. The selected candidate will in the role of Policy officer Private Sector Development liaise with other members of the economic cluster, to identify, develop and follow-up business leads for Dutch companies in sectors with potential – eg: agri-food, energy, infrastructure & transport, and water supply sectors with a particular focus on job opportunities for youth and female employment. The Policy Officer will be working within a multi-disciplinary embassy team to achieve the goals within the position.

 Duties and Responsibilities

  • To act as the local focal point for the private sector development instruments of the Netherlands Enterprise Agency which are available in Rwanda;
  • To handle all trade and investment-related information and support requests submitted to the embassy;
  • To build up and maintain an extensive network of relevant contacts in the Rwandan private and public sectors;
  • To maintain contacts with relevant Dutch public and private sector agencies;
  • Coordinate the embassy financed TRAIDE project activities;
  • Coordinate the NUFFIC Orange Knowledge Program activities and its related Netherlands Fellowship Program;
  • Contribution through the food security cluster and economic cluster, to the policy development of the embassy in the fields of Aid, Trade and Investment;
  • To inform and advise embassy colleagues on relevant developments in the private sector of Rwanda.

Qualifications and Skills required

  • Relevant Master’s degree such as Business Administration, Finance (investment-related) and Investment.
  • At least 5 years of experience with relevance to Private Sector Development, Trade, and Investment facilitation.
  • Sound knowledge of financial management procedures.
  • Sound knowledge of working areas in development cooperation methodologies.
  • Skills in drawing up policy recommendations in his/her field of expertise.
  • Excellent spoken and written English and Kinyarwanda language skills.
  • Experienced in project management and the use of Microsoft Office applications.

  • Capable of representing and working on behalf of the Kingdom of the Netherlands.

The Netherlands ’ embassy is looking for a dynamic person with extensive knowledge of and experience in the private sector in Rwanda, as well as working experience in an international environment.

Conditions

Starting as soon as possible. The one-year contract offered, with the possibility of extension. A certificate of conduct forms part of the selection procedure.
