ALIGHT (formerly American Refugee Committee) works with its partners and constituencies to provide opportunities and expertise to refugees, displaced people and host communities – to better survive conflicts and crisis, and to rebuild lives of dignity, health, security, and self-sufficiency. ALIGHT presently works in and with partners in seventeen countries globally. ALIGHT has consistently operated in Rwanda since the year 1994, and today has a strong and committed team of over eight hundred personnel who include full-time staff, community mobilizers, and incentive workers– implementing programs in Primary Health Care, Reproductive Health, HIV and Nutrition; also Water, Sanitation and Hygiene, Shelter and general Infrastructure, Livelihoods/Economic strengthening, and Sexual and Gender-Based Violence Prevention/ Protection. Our work in Rwanda currently covers all the refugee locations and their kind Rwandan-host communities. ALIGHT is looking for a qualified, self-driven, and committed individual to join its team as Project Coordinator, to be located at Mahama/Kirehe Site, supporting Mahama camp alongside a new SRH project being implemented in Mahama, Nyabiheke and Gihembe refugee communities.

PRIMARY PURPOSE:

Under the direct administrative supervision of Mahama Site Manager and technical supervision of Rwanda Programs Coordinator, the SRH/Mahama Project Coordinator provides leadership for the smooth functioning of all activities under SRH project targeting three camps of Mahama, Nyabiheke and Gihembe, alongside other supervisor and country program leadership’s assigned duties. S/he is responsible for the effective planning, organizing, monitoring, implementation, and reporting for all SRH activities, coaching, and mentorship to all SRH and other assigned staff. S/he also deputizes the ALIGHT Site Manager, Mahama camp.

KEY RESPONSIBILITIES 

Project management and development

  • Represent the assigned project and other responsibilities, as well as ALIGHT, in relevant coordination and planning meetings at the various sites and Kigali, and with diverse stakeholders;
  • Contribute to ALIGHT Health program planning, design, management, monitoring and evaluation in line with Rwanda’s and international standards and practices;
  • Technically support health activities including curative, preventive, and community health SRH related activities;
  • Participate in the development of new programs or expansion of existing projects or initiatives.

Project quality and reporting

  • Ensure SRH project planning, implementation, and reporting, and assigned staff implementing the project, adhere to the agreed country as well as most promising practices including in administering medications, case management and documentation, management of referrals for complicated cases, and family planning services;
  • Lead and ensure quality training, documentation and reporting on all project-oriented training including for staff on Obstetric/Gynecological practices and standards and other; communities, traditional birth attendants;
  • Supervise, coordinate, and deliver timely and quality project and all assigned performance reports.

Project learning and communications

  • Support in documenting success stories/promising practices, lessons learned from project implementation, consolidating additional information from Health and Protection Coordinators/Officers to inform donor reporting or resource development;

Directly responsible for timely collection and analysis of statistics related to ASRH/SRH from Health center through the support of Health and Medical coordinators;

  • Contribute regularly to the communications department with content: articles, photos, etc

Maintain close and regular communications with the ALIGHT Rwanda program leadership;

  • Conduct regular spot-check and reviews of project implementation to establish and maintain compliance with agreed standards, rules, and policies.

Administration and Staff management

  • Manage and supervise all assigned human resources, with support from respective Site Managers and HR department;
  • Deputize and support in the management of Mahama site, including providing guidance to assigned and site staff and teams through regular meetings, performance evaluations, and performance planning and management;
  • Provide planning and oversight on all project’s programming and operations and assigned financial and administrative matters in collaboration with ALIGHT’s Site Management and Kigali based Units.

General Areas of responsibility

  • Undertake other duties as may be reasonably requested by the Site Manager or ALIGHT Leadership team;
  • Promote the mission and organizational values of Alight and ensure that these are reflected within the areas of responsibilities.

MINIMUM QUALIFICATIONS

  • Bachelors degree in Public health, Medicine, or Community Health from a renowned University required, with full registration and current practicing license from Rwanda’s relevant professional body;
  • Minimum of five (5) years of direct experience with development or relief organizations working in complex emergency situations and/or development settings, including refugees, returnees, displaced, vulnerable and/or conflict-affected populations;
  • Good command of the Ministry of Health standards and protocols for maternal/child health and obstetric health required;
  • Experience in health programs’ operations and logistics management including supply chain management, and direct management of staff complement is required;
  • Excellent programmatic and technical knowledge of Sexual Reproductive Health program management a must ;
  • High proficiency in reading, writing and speaking English required;
  • Proficiency in the use of computers and standard applications required.
