Org. Setting and Reporting

These positions are located in the United Nations field missions (Peacekeeping Operations and Special Political Missions), and Offices as applicable. The incumbent formulates political analysis and strategy; develops a vision or direction for work; proposes policy directives and plans of action for immediate and long-range solutions to political problems in the mission and in specific areas; identifies emerging issues pertaining to the mandates of the mission; analyses implications and makes recommendations on possible strategies and measures; drafts relevant written material; and engages with counterparts and interlocutors with a view to pursuing the mandate(s) of the mission.

The incumbent typically reports to the Deputy Special Representative of the Secretary-General (DSRSG) and/or Special Representative of the Secretary-General (SRSG), usually through a designated official at D1 or D2 level, depending on the mission structure.

Responsibilities

Within the limits of delegated authority, the Senior Political Affairs Officer will be responsible for performing the following duties:

• Plans and implements the operational activities related to the work of the office or mission, i.e., political affairs, conflict prevention and resolution, mediation, peacebuilding and sustaining peace, support to political transition and other relevant processes, election administration, political and governance institution-building, civil society support work, disarmament, demobilization and reintegration, etc.; incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the unit.

• Prepares briefing notes, talking points and other written material for the Head of the Mission and other senior staff. Provides continuous guidance and advice to the mission leadership.

• Responds to/prepares responses to comments, statements, and queries of parties and manages operations and activities involving several components, including civilian, military, humanitarian operations and with respect to development activities and the work of the UN Country Team.

• Develops and maintains relations with senior government officials and other relevant counterparts and interlocutors, and advises them on issues and policies of mutual concern.

• Leads, directs and manages a work team; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.

• Manages, coordinates, organizes and supervises research and analysis on a variety of political issues in a region and/or country or major conflict.

• Designs conflict resolution, conflict prevention, mediation, peacebuilding and sustaining peace, and/or peacekeeping initiatives; advises on and participates in the negotiations to establish operations and activities, and develops guidelines, terms of reference and operational plans and time frames for new operations and activities.

• Plans, coordinates and manages programmes, projects and activities requiring mission and/or inter-agency involvement and participation, and offers political guidance and advice.

• Represents division/office/mission at round tables, seminars and conferences.

• Formulates the programme of work, budget and medium-term plan of the unit and participates in the overall approval of the programme of work, and administrative matters concerning the Section/Division or mission; coordinates and oversees work of colleagues and unit.

• Performs other related duties as required.

Education

Advanced university Degree (Master’s degree or equivalent) degree in political science, international relations, international economics, law, public administration or related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

A minimum of two years of experience serving in or supporting a conflict or crisis situation and/or countries or regions in political transition is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official language of the United Nations is also desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The purpose of this job opening is to generate a list of qualified candidates for inclusion in the Senior Political Affairs Officer, P-5 roster. The entire assessment process takes an average of six months; all applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) within 14 days of the conclusion of the process. Successful candidates will be placed on the roster and subsequently will be invited to apply for field mission vacancies open only to roster members. Roster membership does not guarantee selection.
