Vacancy – Logistics Assistant 

ARC works with its partners and constituencies to provide opportunities and expertise to refugees, displaced people and host communities – to better survive conflicts and crisis, and to rebuild lives of dignity, health, security, and self-sufficiency. ARC presently works in and with partners in seventeen countries globally. ARC has consistently operated in Rwanda since 1994, and today has a strong and committed team of over eight hundred personnel who include full-time staff and incentive workers, and hundreds of community volunteers – implementing programs in Primary Health Care, Reproductive Health, HIV and Nutrition; also Water, Sanitation and Hygiene, Shelter and general Infrastructure, Livelihoods/Economic strengthening, and Sexual and Gender-Based Violence / Protection. Our work in Rwanda currently covers all the refugee locations and their kind Rwandan-host communities. And we are always looking to deepen our work and, jointly with our partners, offer lasting impact with and for the communities we serve! ARC is looking for qualified, self-driven and committed individual to join our team in the stated position – based at and to serve full time in the new Gashora Emergency Transit Centre, Bugesera District – Rwanda.

PRIMARY PURPOSE OF THE POSITION:

The Logistics Assistant will facilitate and oversee daily logistics and operations activities for the ARC Gashora Emergency Transit Centre programming. S/he will provide leadership and execution of operations and logistics plans, controls and compliance, maintenance of ARC associated facilities, installations and equipment; also sourcing, fleet management and arrangements for overall safety and security of operations – for quality and timely service delivery, and cost-effectiveness.

KEY RESPONSIBILITIES 

  • Support in planning for operational activities of the site in collaboration with the program lead and team
  • Orient staff and associates on Controls and Standard Operating Procedures (SOPs), including fraud prevention, and ensuring full compliance with expected rules and regulations
  • Assist in proper and safe maintenance of all ARC facilities, installations, and assets.
  • Local market assessments for competitive pricing for common programs goods and services; also maintain a local supplier database
  • Assist in the packing and shipping of packages to and from program site; ensuring proper systems for tracking and documentation.
  • Ensure proper storage and warehousing of ARC stock items and assets are maintained
  • Ensure that program vehicle fleet owned by, lent to, or hired by ARC are handled according to ARC and/or donor policies and procedures, including efficient fuel management, maintenance and repairs, mileage monitoring, and reporting.
  • Supervise the work of program guards, including at the programs office, guesthouse, and stores and other ARC installations
  • Oversight and arrangements for repair, servicing, and maintenance of all vehicles, equipment, and installations.
  • Perform any other duties assigned by the supervisor, or any other ARC leadership.

REQUIRED SKILLS, BEHAVIOR & EXPERIENCE:

  • Minimum of A1 paraprofessional training or certification in logistics, operations, supply chain and/or other related fields
  • Continuous education and specialized trainings in procurement and/or logistics management
  • Minimum of three years’ direct experience in procurement and operations
  • Good experience and technical skills in supply chain and asset management
  • Capable communicator in English; including written
  • Conversance with French, Kiswahili an added advantage
  • Self-motivated and client-orientated with a strong sense of personal ethic, integrity and quality
  • Strong interpersonal and intercultural skills
  • High level of flexibility and tolerance to ambiguity
