Background

A Joint Strategy by The Ministry in charge of Emergency Management (MINEMA: formerly the Ministry of Disaster Management and Refugee Affairs/ MIDIMAR) and The United Nations High Commissioner for Refugees (UNHCR), Rwanda was developed in 2016 for enhancing refugee self-reliance and economic inclusion for the period of 2016-2020. A preliminary review of the strategy identified some areas of further improvement to align with the GoR long-term vision and strategies, commitment made at the leaders’ summit and a strategic plan under development ; fostering agricultural livelihoods; deepening the targeting of the refugees by including all eligible refugee households and their neighbouring community members; supporting the expansion of proven interventions and social enterprises, devising a strong advocacy strategy and campaign for enhancing refugees legal and de-facto access to decent work (through rights to work, own a business, access financial services, land/property ownership, freedom of mobility); creating a strong evidence base for tracking results and communicating with impact with the development partners/donors, ensuring scalability and sustainability of results through better linkages and partnerships, innovative and tested approaches .

As part of creating a strong evidence base for tracking livelihoods results and communicating with impact , the consultant will work under supervision of the Livelihoods and Economic Inclusion Officer to enhance operations’ capacity to track results systematically in the areas of livelihoods and economic inclusion and build relevant capacity in the sector across the team ( programme, field, Branch Office) . The consultant will work closely with the staff from UNHCR ( both at branch Field Offices) as well as other stakeholders including implementing and operational partners in Rwanda and people of concern to UNHCR specifically beneficiaries of livelihood projects and programmes in the selected field locations.

Some latest development in policy and planning related to Refugee Inclusion

· The Government of Rwanda (GoR) has signed the Comprehensive Refugee Response Framework (CRRF) which has focus on the inclusion of the refugees in the national system as well as inclusion of the host communities by taking a whole of society approach. There is a need to adjust the Strategy to reflect the key focus areas, approach and principles of the new framework. This includes but not limited to sharing the burden of budgets (in other words resource mobilization and development partnership); extending the focus to include the local host communities alongside the refugees for enhancing their self-reliance.

· The United Nations Development Assistance Plan (UNDAP) II has been agreed with the Government of Rwanda with specific results on Refugee Inclusion for the period of 2018-2023.

· UNHCR Global Strategy for 2019-23 has been initiated with some shift in focus and strategic approaches. In Feb 2019, the GoR has developed and approved (by the Social Cluster of Ministers) a ‘Strategic Plan for Refugee Inclusion’, which reaffirms its’ commitment to an update of the Joint GoR-UNHCR Economic Inclusion Strategy as a priority task alongside developing a communication plan and implementation of the Revised Economic Inclusion Strategy. The Strategic Plan has emphasized on the delivery of commitments made at the leader’s summit. One of the key commitments is to enhance self-reliance, economic inclusion and livelihoods of the refugees alongside their host communities. In this background, the GoR (through the Ministry in charge of Emergency Management) and UNHCR agreed to update and recast the strategy through a joint review, analysis and consultation with relevant stakeholders both at national and field levels. At the same time, it is key to adjust and update the results framework, targets and overall monitoring and evaluation system as part of developing a rigorous result tracking system for improved evidence as well as informing policy and programming in the areas of livelihoods and economic inclusion of refugees and their host communities. There is also a requirement of building staff capacity for delivering better results and improving the tracking system.

Responsibility and suggested deliverables:

  • The consultant will undertake the following:
  • Undertake a desk review of monitoring framework, results tracking system of various level (HQ/Global Livelihoods Monitoring and Evaluation, Country Operation, Field and partner level)
  • Develop a M&E framework as part of the revised joint economic inclusion strategy
  • Build capacity of the field team and country operation in overall M&E
  • Support the UNDAP/One UN Results Group (Economic Transformation and Social Transformation -Resilience) to improve reporting and setting targets for annual Joint Work Plans, by working in a multi-functional team (with special focus on RG2B, which is chaired by UNHCR) and UN Results Group -M&E
  • Review all available data (including FOCUS, registration data, partner’s progress reports), to analyse;

Ø with key occupation/skills/experience available

Ø general quality assessment of skill sets/qualifications (including their acceptance in Rwanda)

Ø matching with priority needs/skill gaps in Rwanda, particularly in the private sector

Ø challenges and barriers to enhance refugee employment as well as business opportunities

  • Support Socio-economic assessment design (planned with WB) and any other assessment related to livelihoods and economic inclusion Duration The tentative timeframe for this consultancy is, initially for four months (Nov 2019-February 2020).

Key deliverables At the end of the study, the consultant is expected to provide the following deliverables:

Provide a written report (no more than 30 pages) with a detailed ‘Monitoring and Evaluation Framework’ for tracking Results and status of commitments made in the 2016 Strategy  Organize M&E Results Workshops involving wider livelihoods team including the field focal person as part of the capacity building initiative  Submission of a final report informed by the outcomes of the above-mentioned workshop and M&E framework (to be annexed with the joint economic inclusion strategy.

• The role will be pivotal to ensuring complementarity between UNHCR’s protection work and the economic and social development objectives pursued by the government counterparts. He/she will work under the overall supervision of the UNHCR Livelihoods and Economic Inclusion Officer.

• The consultant will be providing evidence-based policy analysis to UNHCR Senior Management as well as the counterpart government to help implement the CRRF roadmap, development of strategic plans by closely working with the UNHCR Livelihoods, CRRF and Solution Team based in the country and regional office/HQ.

• The Consultant will be required to have strong M&E background; a current knowledge and understanding of the operational context of Rwanda and the refugee situation.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE

• Education: Master’s degree or equivalent in experience, in project management, social sciences, economics, development studies or related fields

• Experience: 10 years of professional experience, of which at least 3 years at international level, related to capacity building, Monitoring and Evaluation of projects/programmes in development and humanitarian setting

• Demonstrate facilitation and capacity building skills with different types of stakeholders, including government, NGOs.

• Experience of Rwanda/EAC Refugee Situation would be an added advantage

• Pro-active attitude and problem-solving skills

• Coping with pressure: ability to work productively and in an organized fashion in a fast-paced environment.

• Excellent interpersonal skills, excellent communication and facilitation skills (written and oral in English);

• Demonstrated capacity to capture lessons learned from experience and write documents that are practical and concise

• Language: The official working language in Rwanda is English, all official meetings are conducted in English • Knowledge of local language/language spoken by the refugees would be an advantage
