BACKGROUND

The IUCN Eastern and Southern Africa Regional Office (ESARO) operates in twenty four countries in the Horn of Africa, eastern Africa, southern Africa and the Western Indian Ocean. IUCN ESARO engages directly in landscape restoration through the Forest Landscape Restoration Hub in Kigali Rwanda. The Government of Rwanda (GoR) received funding from the Government of Netherlands (GoN) through the Embassy of the Kingdom of Netherlands (EKN) to implement the Integrated Water Resources Management Project in Rwanda. The project is designed to contribute to increased livelihood and conservation benefits from restoration and improved land management in Sebeya (& other) catchments.

IUCN’s role is to provide Technical Assistance (TA) for the Landscape Management and Integrated Water Resource Management Project which has four key components:
•Degraded lands in Sebeya & other catchments restored
•Innovative investments promoted for improved livelihoods and conservation benefits
Restoration scaled up in the entire Sebeya and other four Catchments.
Knowledge management System implemented for improved & integrated landscape restoration.

To strengthen the project implementation team, IUCN seeks to recruit a Monitoring and Evaluation Assistant. This will be a local recruitment open only to Rwandan Nationals. The position will be located in the IUCN-Rwanda offices.

JOB DESCRIPTION

MAJOR RESPONSIBILITIES:

Working under the supervision of the Regional Monitoring and Evaluation Officer, the M&E Assistant is responsible for ensuring that field monitoring data is collected, registered in the M&E system, analyses and reported in accordance with the reporting schedule prescribed in the project monitoring, evaluation reporting plan.

SPECIFIC DUTIES:

The M &E Assistant will be responsible for the following main duties:-

Monitoring

Tracking activity implementation rate
Coordinate with Implementing Partners (IPs) for the collecting of quality data against agreed project indicators;
Analyse project data and provide feedback to partners and programme teams on projects’ performance based on monitoring data findings;
Assist in building capacity of IPs on Monitoring and Evaluation (PM&E).

Evaluation

Assist the Regional M&E Officer coordinating and conducting project evaluations (mid-term and end-line)
Working with the communication Officer, ensure evaluation findings are appropriately disseminated
Assist the Regional M&E Officer in providing a management response to evaluation findings and recommendations.

Reporting

Update project reports in IATI Standard on quarterly and annual basis
Assist in developing M&E performance reports.

Learning and Sharing

Assist in designing and conducting impact evaluation or other learning case studies
Ensure that lessons and experiences from project activity implementation are identified, captured and synthesized

Ensure knowledge is generated, appropriately managed and disseminated using various channels in consultation with the communication officer.
Support M&E Officer in training project teams and stakeholders in the application of M&E tools.

REQUIREMENTS

Education

Degree in social sciences, development studies, statistics, environmental studies, natural resources, economics or any other field that is relevant to the project

•Training in Monitoring and Evaluation

•Knowledge of geospatial analysis.

Work Experience

At least 3 years’ experience in project monitoring or evaluation of natural resource management and conservation related projects.

Language Proficiency

Fluency in written and spoken English is a must. A working knowledge of French is an added advantage.
