Background

Africa Improved Foods (www.africaimprovedfoods.com, AIF) is a Kigali-based social enterprise the mission of which is “to help people maximize potential through improved nutrition with affordable, high quality, locally sourced foods”. AIF is a joint venture between the Government of Rwanda and a consortium of Royal DSM, Dutch development bank (FMO), DFID’s Impact Acceleration Facility managed by CDC Group and the investment arm of the World Bank (IFC). AIF’s objective is to address malnutrition and stunting in the country and the East African region by manufacturing high-quality nutritious complementary foods. AIF produces fortified foods for infants and breastfeeding women and aims to source at least 50% of its raw materials domestically. However, at present the poor quality of local maize (primarily due to aflatoxin contamination) prevents the company from reaching its goal.

A consortium led by AIF together with Kumwe Harvest, Agriterra, Sight and Life and MINAGRI has just been awarded a subsidy grant by the Dutch Government to address this and related challenges.

The new five-year project will be implemented from 2019 through 2024, its key outcomes being:

• Reduced post-harvest losses
• Increased farmer incomes
• More efficient maize value chain
• Improved nutrition

Key project activities include:

• Full implementation of a lean maize sourcing model (“cob model”) whereby maize is purchased from farmers on the cob immediately upon harvest and promptly transported to a centralized shelling facility physically adjacent to AIF, from where shelled grains are moved to AIF’s drying and processing line.

• Capacity building of cooperatives that will supply AIF, with farmers being trained on business skills, financial management, female leadership and youth entrepreneurship. Within the consortium, Sight and Life will be responsible for the Monitoring, Evaluation and Learning (MEL) role. Sight and Life is a humanitarian nutrition think tank delivering innovative solutions to eliminate all forms of malnutrition in children and women of childbearing age and improve the lives of the world’s most vulnerable population. Sight and Life is hiring the MEL Officer that will support the entire project.

Scope and responsibilities

The MEL Officer will report directly to the Sight and Life Country Director and work closely with the overall Project Manager. S/he will be responsible for building, within the consortium, a culture and practice of accountability and continuous learning and improvement.

Key activities and deliverables

• Developing the M&E framework and monitoring project performance across workstreams and KPIs
• Promoting evaluative thinking and supporting adaptive project management
• Conducting project evaluations
• Developing results interpretation, reporting, and dissemination
• Recommending improvements to the M&E framework
• Supporting the Project Manager in submitting required reports to the funder

In addition, the MEL Officer will contribute to other Sight and Life Rwanda initiatives related to aligning the food system with nutrition and other societal needs.

Skills

• Ability to draw and compellingly present insights and strategic recommendations from potentially incomplete and ambiguous data
• Experience with qualitative and quantitative research
• Strong quantitative and qualitative analytical skills, including the ability to handle large datasets and at least a solid foundation in statistics
• Proficiency with analytics software (e.g. Tableau), Excel and statistical packages
• Good relational skills, including cultural, gender, religion, race, nationality and age sensitivity and adaptability
• Excellent written and oral English skills
• Fluency in Kinyarwanda preferred

Qualifications

• At least three years of experience in M&E for large projects

• Bachelor’s degree or higher in International Development, Agriculture, Economics, Public Health, or similar field

• Experience with value chain/agri-food projects strongly preferred
