OBJECTIVES OF THE PROGRAMME

Support the country in the fight against HIV infection, tuberculosis and viral hepatitis through the deployment of innovations and new initiatives and their implementation, in conjunction with the country office, IST, regional office and Headquarters. Facilitate the development of policies for the management, prevention and surveillance of HIV infection and viral hepatitis in Rwanda in collaboration with the Ministry of Health and partners.

DESCRIPTION OF DUTIES

  • Provide support to the Ministry of Health for the establishment of an institutional framework for the fight against viral hepatitis
  • Provide technical support to the Ministry of Health in the development of technical guidelines, strategies and policies on the fight against Tuberculosis, HIV / AIDS and viral hepatitis.
  • Facilitate consultation and collaboration with other partners and health stakeholders in the fight against Tuberculosis, HIV and viral hepatitis;
  • Establish and maintain a partnership for the planning and mobilization of resources for the implementation of strategies to fight against Tuberculosis, HIV and viral hepatitis;
  • Provide technical support to the National Integrated Tuberculosis Control Program for the development and implementation of projects related to new approaches for active case finding of tuberculosis.
  • Participate in the monitoring and evaluation of projects and the program to ensure the quality of data and the use of information for the re-planning of activities as well as the production of evidence on the fight against Tuberculosis in RWANDA.
  • Provide technical support to the National Integrated Tuberculosis Control Program (PNILT) for operational strategic planning in the context of the development health sector and support the country in improving access to quality care, including community level;
  • Assess capacity building needs and provide guidance for capacity building;
  • Analyze HIV and viral hepatitis data, identify obstacles and suggest possible solutions to accelerate the response to the fight against HIV and viral hepatitis;
  • Perform any other task within his competence as assigned by the WHO Representative

REQUIRED QUALIFICATIONS

Education

Essential: Degree in medicine

Desirable: Master’s degree in Public Health or Epidemiology

 

Experience

Essential:

Have at least 5 years’ professional experience in the planning, implementation and monitoring and evaluation of disease prevention and control activities. Experience in programmatic management of the fight against HIV and proven experience in the fight against viral hepatitis is required.

Desirable:

Knowledge of the health system in Africa in general and RWANDA in particular, experience in surveillance of HIV and Sexually Transmitted Infections, experience in managing a program or project to fight HIV and / or hepatitis.

Skills

Excellent knowledge of HIV prevention, viral hepatitis, control and elimination strategies, proven competence in epidemiological surveillance and research, ability to establish and maintain effective working relationships, skills in formulating and implementing health policies and plans.

Essential – Fluency in English or French
