Food-based dietary guidelines (FBDGs) are intended to establish a basis for public food and nutrition, health and agricultural policies and nutrition education programmes to foster healthy eating habits and lifestyles. They provide advice on foods, food groups and dietary patterns to provide the required nutrients to the general public to promote overall health and prevent chronic diseases.

In Rwanda, since 2018 the Ministry of Agriculture and Animal Resources (MINAGRI) in the Food and Agriculture Organization of the United Nations (FAO) have initiated the development process of the National Food-Based Dietary Guidelines (FBDGs) for Rwanda. The development process is technically supported the National technical Task team (TTT) and Lead National Consultant backstopped by FAO Technical Team from country office, sub-regional office and Headquarters.

Since its inception, some key milestones have been completed such evidence review report which is a basis for FBDGs development. In addition, diet modelling exercise was completed and now both evidences review report and results of diet modelling were reviewed and validated by the TTT and other national stakeholders external to TTT. Lastly, based to the evidence review, key top 10 technical recommendations (to be annexed to ToRs) were also validated and these will be translated into FBDGs messages, graphics and then be tested in the field to make sure that they understood and adapted to the local context.

Reporting Lines

She or he will be working under the overall guidance of the FAO Representative in Rwanda and direct supervision of the Assistant FAO Representative/ Programme and with technical supervision by FAO Nutrition team at country office, Lead Technical Officer at Sub-regional Office and HQs Nutrition Officer supporting Rwanda FBDGs process. Lastly, the national Consultant will also work hand in hand with other two key consultants e.g. Lead National Consultant and National Communications Consultant.

Technical Focus

Develop the design concepts, sketches, visual presentations, illustrative layout of the food guides/graphics linked with key messages and diet modelling results of FBDGs;
Integrate inputs from TTT and conduct field tests and finalise FBDGs visual materials adopted to Rwandan context at various levels

Tasks and responsibilities

Develop the design concepts, sketches, visual presentations, illustrative layout of the food guides/graphics linked with key messages and diet modelling results of FBDGs
The food Guide is a one pager visual illustration of food groups depicting the proportion of each food group in a diet. The design focus of the materials is on: (a) Utility and ease of use by the general public with low literacy, in learning about healthy eating and lifestyles; (b) Motivating the general public beyond knowledge to action.
Produce culturally representative visual illustrations (one illustration for each of the 10 messages, and three draft food guides) for low literacy audiences. These could be graphics illustrating various food groups and messages and or real original photos.
Present draft Food graphics to TTT for review the content, typography, illustrative layout, photography or any other designs.
Based on received inputs/comments from field report and TTT adjust visual materials accordingly;
Produce a final report documenting food guides/graphics designed;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

Advanced University Degree in (at least MSc) communications, visual communication, digital illustration and any related relevant degree;
Prior minimum 5-year experience in graphic design for nutrition education/behavior change communication is highly recommended;
Experience with facilitation of multisectoral stakeholders from government and development partners;
Excellent English and Kinyarwanda communication skills including writing ability, and oral presentation skills;
National of Rwanda or resident in the country.

Familiarity with Rwanda National policies and programmes in place to prevent and reduce stunting

Familiarity with Rwanda national nutrition agenda;
Proven ability in writing clear and concise technical reports (peer-reviewed publication, thesis, consultancy report, etc.);
