Trócaire works in partnership with local and church organisations, supporting communities in over 16 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. Trócaire envisages a just and peaceful world where; people’s dignity is ensured, and rights are respected; basic needs are met and resources are shared equitably; people have control over their own lives; and those in power act for the common good.

As the official overseas development agency of the Irish Catholic Church, Trócaire has started to work in Rwanda since 1994.

For the period 2023-2027, Trócaire in Rwanda will work in 3 Districts with 11 national partners. In Trócaire Rwanda’s new strategic plan (2021-2025) the ambition has been set out to become a key player in capacity strengthening for local organizations in the country. This is in line with Trócaire’s global partnership and localization strategy (2021-2025).

In addition, Trócaire Rwanda’s work will focus on two core pillars of work; Resource Rights (referred to as Trócaire’s Global Goal 2 work), which embeds Climate Change, Agriculture, Access to Markets and Livelihoods work. This pillar of work also includes resilience building of communities in order to better withstand and recover from natural and/or climate change related disasters (such as flooding, droughts, etc).

The second core pillar of work is Women’s Empowerment (referred to as Trócaire’s Global Goal 3 work), which embeds prevention of Sexual and Gender Based Violence, positive Social Norm change, women’s economic empowerment and increasing women’s voice and influence (power within).

The Organizational Development and Accountability Advisor (ODA Advisor) is reporting to the Localization and Partnership Manager (LPM). The Organizational Development and Accountability Advisor is a key role in the localization and partnership strengthening initiative of the organization.

Under the leadership of the LPM and together with two other key capacity strengthening positions (the Resource Mobilization and Grant Manager; and the Monitoring, Learning and Inclusion Advisor), the Organizational Development and Accountability Advisor will play a key role in the roll out of Trócaire Rwanda’s localization and partnership capacity strengthening vision and ambitions.

The role will take a lead, with support from the LPM, on all organizational development and accountability tasks and roll out, both for our partners, as well as for internal purposes.

Key areas of responsibility for the Organizational Development and Accountability Advisor include leading on the organizational rollout and supporting partners in their roll out of several initiatives, including, but not limited to:

  • Core Humanitarian Standards (CHS):

Leading on training and information sharing of the CHS standards, partner certification, Trócaire Rwanda improvement planning, assessment, roll-out and improving the implementation of standards;

  • Safeguarding:

Leading on Trocaire internal and partner’s safeguarding initiatives, policy development, implementation and adherence;

  • Partner Capacity Assessments and Support (PCAS):

Leading on the roll out, monitoring and implementation of partner capacity strengthening initiatives identified through the assessments (in collaboration with relevant Trocaire staff);

  • Data Protection:

Be Trocaire’s focal person for data protection, support the rollout of data protection initiatives and adherence with the Rwanda Data Protection Law and Global Data Protection Regulations (GDPR);

  • Other Accountability/compliance mechanisms:

Take the lead in preparing Trocaire and partner organizations for compliance on other accountability and compliance mechanisms, such as those provided for in the different laws (e.g. safety in work places; anti-terrorism financing, etc).

Requirements

(E) Qualification

Tertiary education in Development, Humanitarian, Business Administration or related field of study

(E) Experience

Minimum of 5 years’ working experience, preferably in the development or humanitarian sector.

Familiarity and affiliation with localisation policy instruments (e.g. Grand Bargain) and familiarity with current debates on localisation.

Familiarity and affiliation with accountability frameworks, processes and standards relevant for the development sector, including those around safeguarding;

Benefits

Reporting to the Localization and Partnership Manager, this is a 2 year Fixed Term Contract (with the possibility of extension) and is based in Kigali with frequent travel to programme locations.
