VACANCY – Peace Building & Community Engagement Officer

ARC works with its partners and constituencies to provide opportunities and expertise to refugees, displaced people and host communities – to better survive conflicts and crisis, and to rebuild lives of dignity, health, security, and self-sufficiency. ARC presently works in and with partners in seventeen countries globally. ARC has consistently operated in Rwanda since 1994, and today has a strong and committed team of over eight hundred personnel who include full-time staff and incentive workers, and hundreds of community volunteers – implementing programs in Primary Health Care, Reproductive Health, HIV and Nutrition; also Water, Sanitation and Hygiene, Shelter and general Infrastructure, Livelihoods/Economic strengthening, and Sexual and Gender-Based Violence / Protection. Our work in Rwanda currently covers all the refugee locations and their kind Rwandan-host communities. And we are always looking to deepen our work and, jointly with our partners, offer lasting impact with and for the communities we serve! ARC is looking for qualified, self-driven and committed individual to join our team in the stated position – based at and to serve full time in the new Gashora Emergency Transit Centre, Bugesera District – Rwanda.

PRIMARY PURPOSE OF THE POSITION:

The peace-building and community engagement lead will provide support across all interventions to ensure effective integration of conflict-sensitivity and peacebuilding efforts as needed. S/he will ensure community participation in project activities to enable sustainable outcomes. In recognition of the fact that peace and security are achieved through a process of building trust and confidence amongst communities, ARC will approach conflict prevention and mitigation through grassroots peacebuilding efforts.  The Peace Building officer will also lead to collaborative and build relationships with local communities and partners.

KEY RESPONSIBILITIES:

  • Provide leadership and day-to-day expertise in the implementation of peacebuilding and conflict resolution program.
  • Ensure continued analysis of individual communities’, relevant authorities and civil society understanding, perceptions, attitudes, and practices in conflict transformation and peacebuilding processes
  • Design strategic frameworks and programmatic approaches, and ensure the various indigenous methods of peacebuilding and conflict mitigation strategies are mainstreamed into the peacebuilding project.
  • Provide technical oversight for the integration of peacebuilding principles and activities for program development efforts across all interventions.
  • Increase awareness and adherence to standards for peacebuilding and conflict-sensitivity among project staff, partner organizations and community members.
  • Inspire and promote community-based protection mechanisms and leadership among communities
  • Roll out the empowering children as peacebuilders (ECaP) module
  • Lead orientation and capacity building for staff and partners in and to apply conflict sensitivity and Do-No-Harm (DNH) principles.
  • Coordinate activities with all stakeholders to build strong working relationships with community members, government authorities, UNHCR, and other partners.

REQUIRED SKILLS, BEHAVIORS & EXPERIENCE

  • Minimum of Bachelor’s Degree in Peace-Building, Sociology, International Relations, Conflict studies or other related field required.
  • At least five years of direct experience in peace-building programming and program management in emergency context
  • Experience with integration/mainstreaming of peace-building and conflict-sensitivity across other programs and projects is highly desirable.
  • Demonstrated success in designing and implementing community-based trainings and trainings of trainers.
  • Demonstrated skill in analysis, project planning, and hands-on oversight of activity implementation.
  • Experience with representation involving implementing, donor, government officials, and agencies.
  • Exemplary command and experience in Humanitarian & protection principles, cutting edge approaches and practices
  • Capable communicator in English; including written
  • Conversance with French, Tigrinya and/or Arabic, and Kinyarwanda an added advantage
  • Self-motivated and client-orientated with a strong sense of personal ethic, integrity, and quality
  • Strong interpersonal and intercultural skills, and a high level of flexibility and tolerance to ambiguity
  • Familiarity with effective community mobilization techniques, social change approaches, and human-centered design desired
