The Rwanda Country Office (RCO) aims to mobilize $139 million for its five-year country programme 2018 – 2023. About $103 million or 74 per cent of the proposed funding is expected coming from other resources (OR). Resource Mobilization Taskforce (RMTF) chaired by the Representative was established in 2018 to leverage the resource mobilization effort. By end of December 2019, the office has managed to develop 54 donor proposals amounting to $80.5 million with successful rate of 23 per cent funded.
To support the function of planning, monitoring and donor reporting, the office is looking for a P3 Planning and Monitoring/Report Specialist for the period of eleven months. Under the overall guidance of the Deputy Representative and direct supervisor of Chief Planning, Monitoring and Evaluation, the Specialist will provide support to the office in quality assuring donors’ proposals development, monitoring and reporting, including field visits, donors’ updates and visibility to ensure compliance to the global and country office directives and its alignment to the office commitment to deliver results as stipulated in the strategy notes and the result framework. In addition the specialist will provide support to the PME team to strengthen the monitoring and reporting of the cross sectoral AWP, including emergency, ECD, Youth and gender.
How can you make a difference?
• Work with Head of Sections to quality assure donor proposals and donor reports in compliance with UNICEF standards and guidelines;
• Work closely with the sections and communications team to enhance donors’ visibility and recognition, as well as advocacy for fundraising purposes through innovative approaches.
• Maintain a system and provide regular update for tracking the implementation of donor visibility and reports/human interest stories obligation.
• Maintain a system and provide regular update for tracking donor proposal and its acceptance/funding status; and update the UNISON/Sales Force database
• Serves as Secretary to the Resource Mobilization Taskforce (RMTF);
• Support the RMTF in documenting good practice in proposal writing and result reporting,
• Support the office in coaching and capacity building efforts of programme teams on proposal writing, donor reporting and effective contribution management;
• Support donors’ field visits
• Support the PME team in strengthening the monitoring and reporting of the proposal activities in line with the AWP, especially for the cross sectorial including emergency, ECD, Youth and Gender.
• Donor proposals developed and submitted based on analysis of the sectoral funding gaps and emerging opportunity;
• Improved monitoring and reporting of proposals’ activities;
• High quality donors’ visits;
• Increased donors’ visibility;
To qualify as an advocate for every child you will have…
• Master’s Degree in Social Science, Public Relations, International Affairs or any other related field. A first level university degree (Bachelor’s degree or equivalent) in combination with qualifying experience may be accepted in lieu of the advanced university degree
• At least 5 years relevant work experience within UNICEF or UN agencies with the relevant field:
• Work experiences either in planning, monitoring, donor reporting, partnership management, resource mobilization or donor reporting;
• Familiar with grant management;
• Excellent communications and writing skills
• Fluent in English. French is an asset.
