Job Description

The Planning specialist is responsible for the coordination of the planning, preparation of strategic plan and budgeting of the transport infrastructures undertaken by the Agency.

Reporting: Planning Specialist, reports to the Division Manager of Planning & Research Division.

General Responsibilities:

The general responsibilities of the Environmental Specialist include but are not limited to:

1. Develop relevant tools for the preparation of RTDA strategic plan, medium term plan, and annual action plan;

2. Coordinate the preparation of institutional strategies and plans (Strategic Sector plans, Action Plans, etc.);

3. Consolidate data and formulate annual action plans & performance contract;

4. Develop an appropriate implementation framework for institutional strategies and Plans;

5. Participate in budget preparation and process;

6. Participate in the prioritization of infrastructure Sector actions process,

7. Consolidate the joints plan of actions from divisions under the Agency ;

8. Prepare the Medium Term Expenditure Framework;

9. Advise the Agency on Project, Policies and Strategies that may be adopted to increase effectiveness and efficiency in fulfilling its mandate;

10. Consult with stakeholders and others on developing a range of project management related plans;

11. Prepare project plans dealing effectively with timeframes, cost, quality and resource management;

12. Analyse data and evaluate the effectiveness of project activities;

13. Support and initiate the development of new projects and investments;

14. Initiate the development of proposals for infrastructure projects

15. Coordinate and follow up on research and impact studies on activities and programs undertaken by the Agency

16. Develop and update research and survey methods and tools for data collection adapted to the Agency’s needs

Job Profile

Bachelor’s Degree in Economics, Project Management, Management, Civil Engineering, Development Studies or Business Administration with 3 years of relevant working experience; Or Master’s Degree in Economics, Project Management, Management, Civil Engineering, Development Studies or Business Administration.

Key technical skills & knowledge required:

? Knowledge of national planning documents;
? Knowledge of national development strategies;
? Knowledge of results based management, logical
? framework approach, strategic planning processes and tools;
? Knowledge of Rwanda’s Public service and labor sector policies and strategies;
? Knowledge of drafting action plans and operational plans;
? Knowledge to conduct policy and analysis and draft
policy proposals;
? Knowledge of monitoring and evaluation concepts, systems and tools;
? Computer skills;
? Leadership skills;
? Organizational skills;
? Communication skills;
? High analytical & complex problem solving skills;
? Judgment & decision making skills;
? Time management skills;
? Team working skills;
? Understanding of national, regional and international contexts of transport development;
? Fluency in Kinyarwanda, English and/ or French; knowledge of all is an advantage.
