BACKGROUND

The Building Learning Foundations Programme (BLF) is funded by the United Kingdom’s Department for International Development and will run up to March 2021 with the aim of improving learning outcomes in English and Mathematics for Rwanda’s lower primary school children. The BLF will achieve this through improving the quality of teaching, improving school and education leadership for learning and strengthening the education system at national and subnational levels.

The BLF works with all of Rwanda’s government and government-aided primary schools across all 30 Districts and will benefit 2,573 schools and 24,940 English and Mathematics teachers and is implemented on behalf of REB and MINEDUC by a consortium of three internationally recognized leaders in the education sector: Education Development Trust, British Council, and VSO.

To strengthen the procurement function at the Rwanda Education Board (REB), the BLF is supporting REB’s Corporate Services Department with technical assistance in the form of an embedded expert. In this regard, Education Development Trust is looking for qualified and suitable persons for the position of Procurement Expert to support REB.

PURPOSE

These terms of reference call for a local procurement expert to work with the REB Corporate Services Department. This work will be undertaken by one single expert and will be remunerated based on local consultancy rates.

OBJECTIVES

  1. To provide technical assistance to REB’s Corporate Services Department on strengthening procurement systems with a focus on procurement processes for learning and teaching materials (LTMs) and textbooks.
  2. To assist REB’s procurement team in the quality assuring and development of procurement plans, quality assuring of services and goods delivery and on related reporting including on asset management and stock management systems at REB.

SCOPE OF WORK

  1. Assist REB’s procurement team to strengthen processes and procedures for:
    1. Reviewing requests for goods and services (requisitions) and to ensure their completeness and compliance before they are processed.
    2. Provide advisory services in the collection of quotations/Pro-forma and to route purchase requisitions into purchase orders.
    3. Ensuring that clear specifications are properly provided and documented for goods and services requested.
    4. Ensure that the filing of supporting documents in the appropriate files waiting for invoicing and payment.
    5. Ensure that monthly and quarterly procurement plans and reports are provided.
    6. Assist in effective contract management are properly and timely done

  1. Assist REB’s procurement team to enhance the system of stock management at REB to ensure that adequate and optimal levels of stock are available for REB’s operations, to enhance the handling of daily purchasing duties including prioritising outstanding purchases, monitoring delivery timelines, and addressing the sources of delivery delays.
  2. Assist REB’s procurement team in providing advice to user departments about product description and specification, suppliers, prices, lead times and availability, promoting standardization, value for money and economy of scale;
  3. Assist in the preparation of tender documents, receiving/collecting bids and with Procurement committee to participate in Comparative Bid Analysis.
  4. To assist in the quality assuring and preparation of tender awards and drafting of contracts.
  5. Assist REB procurement staff to ensure that the procurement plan implementation in due time.

REQUIREMENTS

Knowledge

  • University degree in management, procurement, administration, supply chain Management or related studies.
  • Excellent written and oral English Language skills.
  • A thorough understanding of logistics and procurements concepts and procedures in both NGOs and government.
  • Good grasp of project management disciplines to support successful outcomes.

Experience

  • Proven 7 years’ successful experience in logistics and procurement
  • Experience of working in cross-functional teams
  • Demonstrable ability to manage different tasks at the same time
  • Experience in managing goods delivery chain risks management and value for money
  • Experience with enterprise resources planning systems such as Agresso, SAP, IFMIS, …
