Job Description

Overall Function of the Position:

The procurement specialist will be responsible for procurement procedures for the project; he shall ensure that the procurement processes are done in line with the World Bank Guidelines and Rwandan Procurement Law and Regulations.

The key responsibilities of the procurement specialist include but are not limited to:

– Establish a procurement plan for all projects and activities under RTDA

– Ensure strict respect of specific procurement rules and guidelines in line with projects into consideration

– Ensure strict respect of the procurement plan

– Preparing bidding documents for donor funded projects

– Publishing, collecting and distributing invitations to bidders

– Receiving and safe keeping bids/tenders

– Timely driving/coordinating tenders and proposals evaluation exercise,

– Preparing tender award notification letters,

– Actively participating in contract preparation and follow up the signature process

– Preparation of all Projects procurement reports,

– Participation in the contract management with beneficiary department and the legal adviser

– Reviewing and ensuring that all procurement done at District level submitted for No Objection are eligible and in accordance with WB guidelines and requirements;

– Support the Districts to do the following:
o Determining the most appropriate method of procurement;
o Help to identify, specify, estimate the cost of, and consolidate in packages (as appropriate) the procurement of goods as may be required by the Bank and the Rwanda Public Procurement procedures;
o Check the bidding documents; including specific procurement notices, standard contracts for goods and services, invitations for bids, etc.;
o Maintain and update records of standard unit costs, technical specifications for goods, and local and international vendors and service providers;
o Maintain a well- organized filling system of procurement records;

Job Profile

Qualifications and Experience Requirement

• Education: CIPS, Master’s Degree in Procurement or Project Management with two (2) years of working experience in Procurement field or Bachelor’s Degree in Procurement, Civil Engineering, , Law with five (5) years of working Experience in Procurement field.
• Communication skills: Have very good communication skills (written and oral) in English. Good knowledge of French will be an advantage;
• Management skills: have well developed planning and organization skills and good ability in working productively in a team environment of diverse backgrounds;
