ROLE PURPOSE

This job is needed in order to facilitate the strategic and operational program design, implementation, monitoring and evaluation. The PAM is expected to effectively and efficiently deliver the Program Area Annual Plan (PLT/PAAP) in line with the approved Country Strategy (CS) and Plan’s new Global strategy and new purpose.

 

Dimensions of the Role

  • Provide strategic, Leadership, management and development of the Gatsibo and Bugesera Program Area  team , in full compliance with local law and Plan policies and procedures.
  • Accurate and timely disbursement of the approved Program Area Annual  Budget.
  • Has a delegated authority for various approvals .
  • A member of Country Leadership Team (CLT) & a key member of the Program Area Leadership Team (PALT).
  • Works in partnership with the CLT, Program Leadership Team & Program Area Leadership Team.
  • Supervise Gatsibo and Bugesera staff (Eastern Region).
  • Represents Plan, in its work and its values to the local authorities (District and Provincial), program area forums/networks, consultative sessions, or conferences as appropriate.
  • Reports regularly to the CLT on planned progress of the roll out of approved Program Area Annual Plan.
  • Ensures quality and timely delivery of Building Relationship (sponsorship) and Program Area annual plan(including development and disaster)
  • Responsible for the Area grant projects management and resource mobilization
  • Responsible for Program Area Risk Management processes.
  • Responsible of Program Area staff management
  • Develop, nurture and manage partnerships, network and alliances

Accountabilities

Key responsibilities

PAM’s role in the Country Leadership Team (CLT)

  • Participate effectively in CLT decision-making processes to achieve country program objectives
  • Engage Country Office (CO) in PU program strategies and developments regularly to facilitate quality programs
  • Manage Program Area risk according to best practices and organisational standards in order to minimize the effects of exposure to risk.
  • Implementation of CLT decisions according to agreed standards in order to meet country goals

 

Leadership role in the Program Area

  • Coordinate and facilitates the integration of different functions in the Program Area in order to build a high performing team.
  • Provide strategic focus and direction to the Program Area to achieve the annual plan targets.
  • Promote organizational values in order to build strong teams and for branding purposes

 

Quality Program design, implementation, monitoring and evaluation

  • Lead projects planning ensuring quality programs in line with CS objectives and program quality policy and procedures.
  • Contribute effectively towards the development and management of the Program Area Annual Plan.
  • Provide leadership towards effective participation and empowerment of children, families, communities and stakeholders in the PQP and Procedures.
  • Manage project implementation, monitoring and evaluation within given time frames.
  • Provide leadership in mainstreaming and integrating child protection and gender equality into everything Plan does.
  • Oversee the implementation of the Child Protection standards and monitor their implementation.
  • Engage in resource mobilization and identify opportunities at local level

 

Networking and Advocacy

  • Establish and maintain good working relations with stakeholders at district & provincial level to build a strong Plan brand.
  • Participate in stakeholder meetings and networks within and outside the program area to promote Plan visibility and quality programming.
  • Provide leadership by ensuring Plan International belongs to child protection networks and alliances, at all levels within the Program Area

 

Building relationships (sponsorship) and grant management

  • Achieve Plan BR standards so that child sponsorship programs support the best interest of the child
  • Maintain cordial relations between sponsors and children, families and their communities.
  • Promote community awareness on community development.
  • Promote integration of BR and program processes at PU level.
  • Manage sponsorship communications in accordance with set standards.
  • Manage grant portfolio in his or her area.
  • Develop a local resource mobilization plan with targets

 

Budget management and asset management

  • Develop Program Area annual plan and budget in consistent with the PQP and procedures.
  • Ensure that Annual plan considers community priorities and in line with the approved Country Strategy.
  • Monitor and report on the budget implementation in line with the approved Program Area Annual Plan and budget.
  • Effective and efficient utilisation of organizational resources so that value for money is achieved.
  • Maintain financial controls, reports and accountability standards

 

People management and Child protection

  • Provide coaching and mentoring guidance for Program Area staff.
  • Identify and nurture talent for professional growth.
  • Motivate staff to meet PU objectives
  • Ensure all staff are trained on PQP and P and or CPP.
  • Support staff to understand organizational new purpose, Values and Behaviours, Child protection, PQP etc.
  • Manage staff performance in line with approved Plan Employee Appraisal standards and guidelines
  • Provisions for PU staff safety and security are observed to avoid related risks.
  • Address Child Protection related concerns within the Program Area

Key relationships

Internal:

  • CLT & PALT (Program Area Leadership Team) members to consult on major decisions related to PA project implementation (medium contact).
  • PLT to consult or seek support on technical/policies related to program implementation (medium contact).
  • Regular contact with other Program Area Manager and Program Unit Managers for networking purposes (high contact).
  • National Offices on issues relating to program or BR management (medium contact)

 

External:

  • Partners at national/provincial level: Program Managers at other INGOs and Government representatives to share best practices and to identify/implement opportunities for collaboration e.g. advocacy, research, etc.

 

Technical expertise, skills and knowledge

Essential.

  • A degree in Social Sciences, Development Studies or related discipline.
  • A relevant post graduate qualification desirable.
  • A minimum of 5 years managerial experience at a similar level preferably in an NGO environment.
  • Understanding of integrated development issues and critical analysis of child poverty.
  • Knowledge of strategic planning processes and  theories of child-rights programming.
  • Knowledge of development issues, trends, challenges, opportunities and implications to community development

  • Ability to think strategically, recognize programs and opportunities that Plan International Rwanda should exploit.
  • Creative and effective management style that Motivates and bring staff to high levels of performance.
  • Managing program change away from traditional delivery programmes to rights-based work.
  • Dealing with security/emergency conditions – the Program Area Manager has to be actively involved in having security information and providing clear guidance for the safety and security of staff, assets and programs

Physical Environment

  •  Based in Gatsibo PU in Gatsibo Program Area. Typically office environment with at least 40% travel to the program area (Bugesera) and Country Office to attend scheduled meetings etc.

Level of contact with children

  •  The position will be based at the Program Area and level of contact with children is medium.
