Reports to: Program Area Manager

Job Summary

The Monitoring and Evaluation Officer will also be responsible for monitoring and evaluation activities in Gatsibo and Bugesera. He/she will provide guidance in managing the programs, project design, implementation, monitoring and evaluation of the projects within Program area in line with Country Strategy, Plan policies and guidelines. He (she) has the responsibility of building relationship with local government, community, children and other partners.

He/she is also overall responsible for organizing the sponsored children, their families and communities to ensure their effective participation in the planning, management, monitoring and evaluation of the development interventions in consonance with Plan’s Mission, Vision, Domains and Program Principles.

Dimensions of the Role

The purpose of the role is to ensure that M&E data is used to reflect on the projects’ Program Quality Assurance performance and is used to inform project design and improvements where necessary.

The M&E Officer will also be responsible for ensuring that the M&E plan of the projects in the Program Area is adhered to.

This position will spend at least 70% of the time in the field monitoring activities being done in the Program Area.

Accountabilities

Key responsibilities

  • Analyse quantitative and qualitative data and reflect on the projects process.
  • Assist the Program Area team to submit quarterly progress reports to CO.
  • Partake in performing evaluations/assessments.
  • Undertake regular field visits to Program Area activities and communities to monitor progress.
  • Support and monitor the Program Area work undertaken by implementing partners
  • Ensure the quality and reliability of data collected in the Program Area by developing data quality controls and spot-checks
  • Participate in the development of Program Area Annual Report and Annual Plan
  • Collect feedback, and document the best practices and learnings on monthly basis
  • Assess the capacity of partners to undertake effective M&E, and build their capacity as necessary.  This will involve creating capacity development plans with each partner.
  • Provide guidance and support to Plan Partner(s) in preparing and submitting timely quality progress reports to Plan.
  • Build the capacity of Program Area staff and Community Volunteers.
  • Coordinate PU baseline surveys, monitoring and evaluation of programs/Projects in accordance with Programme Quality
  • Develop indicators for monitoring and evaluation.
  • Undertake any special research studies and evaluations as requested by the Management.
  • Develop terms of references for research studies, project review and evaluation,
  • Compile and submit the project reports as per set schedule.
  • Ensure learning from the project is shared within Plan International Rwanda and other key partners and that learning is used to refine activities, to increase the projects performance and outcomes.
  • Ensure results of  monitoring, review or evaluations are communicated to beneficiary communities

·Ensure that children are involved and participate in all program activities

·Participate in the development of M&E section of the CS

·Participate in the development  of Program Area budget and properly manage them in collaboration with PAM and HPQA

·Ensure quality/value for money in the implementation of planned activities

·Establish, monitor and achieve accountability standards of effectiveness and efficiency in M&E.

Management of partnerships

Ensure that:

·Effectively portray a positive image of Plan International Rwanda

·Facilitate join Monitoring of projects in the area with stakeholders and partners

Empowerment and sustainability

Actively participate in Resource Mobilization (developing concept notes and writing of project proposals)

Programmatic Responsibilities

·Ensure that all data generated is analysed and used for programmatic planning (BI)

·Monitor equitable distribution of projects in sponsorship communities (villages)

Key relationships

Working contacts inside and outside the organization; include the purpose and level (high, medium, low).

Internally

The post holder will be required to extend relations with PAM, HPQA, CDFs, Sponsorship staff, CVs as well as external Stakeholders (sponsored children, Community Volunteers, Community Groups).

Externally

The position is expected to work closely with project partners, local government officials and appropriate community level groups.

Technical expertise, skills and knowledge

Essential

·University Degree in Planning and M&E, Statistics, Social Sciences, Administrative Sciences, Economics, Development Studies and Project Management.

·Minimum of 2 years’ experience in monitoring, evaluation and learning

·Working knowledge of word processing spreadsheets, data entry and  analysis packages  and databases (Microsoft Packages, SPSS, Epi-Info) and SAP

·Sound experience in participatory research methodologies, both quantitative and qualitative

·Experience of building the capacity of others around M&E feedback.

·Commitment to international development and children’s rights

Skills Specific to the Post

  • Able to analyse M&E data and use this to reflect on whether the project is meeting its aims.
  • Ability to work with other program staff to edit the programme where necessary to increase programmatic outcomes.
