Background

I. Organizational Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Globally, UN Women focuses on six priority areas. These include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, supporting women’s participation in achieving and sustaining peace, making gender equality central to national planning and budgeting and advancing gender in intergovernmental processes.

UN Women County Strategic Note 2019-2023 is articulated around two strategic pillars: Women’s leadership and political participation in governance systems as well as women’s income security, decent work and economic autonomy. The office also works around Elimination of Violence Against Women and Girls (EVAWG), humanitarian action, Women, Peace and Security (WPS) as well as gender mainstreaming in planning and budgeting

UN Women is part of the One UN family in Rwanda which operates under the Delivering as One framework and implements the UNDAP 2, through Joint Work Plans, joint programmes and joint Resource Mobilization through the UN Sustainable Development Fund.

Under the overall guidance from the Country Representative and the direct supervision of the National Programme Specialist/Head of Programme, Programme Coordinator who will technically coordinate the planning, implementation and monitoring of two  projects namely 1) a project jointly implemented by UN Women and UNDP and aimed at supporting Rwanda Demobilization and Reintegration Commission (RDRC) to mainstream gender in the demobilization and reintegration process of Ex-Combatants and their dependents.  2) the project targeting women and girls as part of HIV response in the country implemented through Unified Budget, Results and Accountability Framework (UBRAF) via the Joint Programme on HIV and Sexual and Reproductive Health (SRH) that UN Women is implementing together with UNAIDS, UNFPA, WHO and UNICEF.

 

 

Duties and Responsibilities

 

II. Functions

  1. Contribute technically to the development of programme strategies in the area of support the Rwanda Demobilization and Reintegration Commission (RDRC) and the UBRAF programme
  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programmes.
  1. Provide substantive technical support in the implementation and management in the area of empowerment of women in the context of HIV prevention and response.
    • Propose programmatic areas for support and interventions on gender and response to HIV;
    • Draft technical content in development of strategic documents including briefs, policy dialogue and other documents related to the project areas under her/his responsibility;
    • Organize periodic consultations with key stakeholders including Umbrella Civil Society Organizations (CSOs) involved in HIV prevention and response among and for women and girls ,  human rights experts  working on advocacy and rights based approach to address gender inequalities and discrimination in the fight against HIV, together with the main Implementing partners,
  2. Coordinate the implementation of UBRAF project;
  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities and provide technical support as necessary and required by the Supervisor
  • Participate to the Joint Agency meetings and webinars on UBRAF including during the preparation of country envelope submission;
  • Review the submission of implementing partner financial and narrative reports as required;
  • Provide guidance to partners on Results Based Management tools and performance indicators;
  • Liaise with UNAIDS as Lead Agency to develop necessary tools and documents for the Project Steering Committee, project review and/or evaluation meetings
  • Provide technical support in the monitoring the UBRAF project implementation of activities and finances using results-based management tools;
  • Provide inputs to quarterly reports and donor reports, focusing on results, output and outcomes for their timely submission and/or evidence base decisions;
  • Write internal and external progress and other reports including following up on the projects delivery and regular expenditures tracking from ATLAS
  1. Provide technical support in the Management of the UN Women component of the Peace Building Fund (PBF)  project  aimed at ensuring gender responsive demobilization and reintegration of Ex-Combatants and their dependents by  focusing on quality control of the implementation in achieving the following results:
  • Provide technical inputs to planning, budgeting, implementing, management, monitoring and coordination of the project activities;
  • Establish appropriate systems for management of the project budget including ATLAS based tracking of the use of financial resources, in accordance with UN Women rules and regulations and the work plan;
  • Establish collaborative relationships with executing agencies, experts, government counterparts mainly the Rwanda Demobilization and Reintegration Commission (RDRC) and other UN agencies, facilitating timely and efficient delivery of inputs;
  • Build, and maintain relationships with national partners to support implementation and expansion of the programme including linkage of the PBF funded interventions with the National Action Plan for the 1325 UN Resolution on Women, Peace and Security
  • Under guidance of the Head Of Programme and Operations Manager, the Programme Coordinator will oversee contracting of project services to implementing agencies, ensuring compliance with UN procedures; oversee the release of funds to partners, liquidation of funds and other processes;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
  • Monitor and analyze quality of project design and implementation, and provide suggestions for periodically update the project monitoring framework incorporating reviews, lessons learned, and good practices;
  • Draft technical reports, briefs and required documents, including donor reports of the UN Women component of the project in accordance with PBF guidelines and templates;
  • Serve as UN Women’s technical lead on Women, Peace and Security (WPS) portfolio

5. Provide technical support in the inter-agency coordination frameworks such as Results Groups   to achieve a coherent and aligned presence

  • Provide substantive technical support to the Representative and the entire Senior Management Team on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts;
  • Take part in country level United Nations Development Assistance Plan (UNDAP) processes and similar exercises related to the RC system;
  • Prepare technical  inputs to UNDAP and other documents as annual reports, thematic reviews, …. as necessary.

6. Contribute towards advocacy, knowledge building and communication efforts

  • Represent UN Women in meetings and dialogues  as delegated by UN Women Senior Management  ;
  • Provide input to advocacy strategies and their implementation;
  • Closely work with UN Women Communications team in collaborate in the implementation of knowledge management strategies and methodologies and provide substantial inputs to partners’ communications and knowledge products.

Required Skills and Experience

 

IV. Recruitment Qualifications

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, economics or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least 3  years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in gender mainstreaming and analysis and on HIV , Women, peace and Security  thematic areas in particular;
  • Experience coordinating and liaising with government agencies is mandatory ;
  • Experience working in the UN System is an asset;

Language Requirements:

  • Fluency in English and Kinyarwanda is required;
  • Working knowledge of another official UN language is an asset;
