ABOUT WFP

 

The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide.  The mission of WFP is to help the world achieve Zero Hunger in our lifetimes.  Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

In Rwanda, WFP works in partnership with the Government and other stakeholders to support national priorities for achieving food and nutrition security. This is done through direct implementation of integrated programmes targeting the most vulnerable people and strengthening national capacity to design, implement and manage programmes for achieving zero hunger. Under its Country Strategic Plan (2019-2023), WFP’s support revolves around four strategic outcomes (SOs) as follows:

 

  • The Strategic Outcome 1 (SO1) is designed to ensure that refugees and returnees in Rwanda have access to adequate and nutritious food at all times.
  • SO2 aims to ensure that vulnerable populations in food insecure communities and area have improved access to adequate and nutritious foods all year.
  • SO3 focuses on ensuring that children under 5 years, adolescents and pregnant and lactating women in Rwanda have improved access to nutritious foods and services to meet their nutritional needs all year.
  • SO4 targets smallholder farmers especially women and aims to provide opportunities for increased marketable surplus and access to agricultural market through efficient supply chains by 2030.
ORGANIZATIONAL CONTEXT

 

This job is open in Kigali_Rwanda Country Office. The job holder will report to the Programme Policy Officer. Job holder is likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. He/she is typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

At this level, the job holder deal with issues that are often undefined and involve areas of uncertainty and complex inter-relationships. The instructions received are broad and the job holder consistently demonstrate a high degree of responsibility and initiative to independently manage activities and respond to queries.

JOB PURPOSE

 

The purpose of this function is to coordinate WFP Rwanda’s cash-based transfer (CBT) and complaints and feedback mechanisms (CFM) activities across the different strategic outcomes in the Rwanda Country Strategic Plan (2019-2023). The Programme Policy Officer will be responsible for the following key responsibilities:

KEY ACCOUNTABILITIES (not all-inclusive)

 

1. Coordinate the country office’s operational planning and development of cash-based transfer (CBT) and complaints and feedback mechanisms (CFM) activities, plans and standard operating procedures and support the implementation of these plans in collaboration with functional units and field offices.
2. Lead the design of CBT and CFM activities and operational models, ensuring compliance with WFP corporate standards and procedures.
3. Support the day-to-day management of CBT and CFM operations by WFP and partners, ensuring a coordinated approach that complies with WFP standards and procedures and providing prompt feedback on operational issues to management.
4. Follow up on CBT and CFM data gathering and monitoring systems, ensuring that rigorous quality standards are maintained.
5. Help coordinate analyses on CBT and CFM policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
6. Contribute to the preparation of accurate and timely reporting on CBT and CFM activities that enable informed decision making and consistency of information presented to stakeholders.
7. Lead regular internal coordination of CBT operations, at country office and field levels (CBT Working Group, coordination with functional units and field offices).
8. Support coordination with government and partners engaged in CBT programming in Rwanda, and actively represent WFP in CBT coordination forums.
9. Support training and sensitization of colleagues and partners on CBT and CFM programming and procedures and provide technical backstopping to staff and partners.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: At least 3 years of experience in implementation and design of development or humanitarian programmes operations, particularly CBT activities.

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: French.

OTHER SPECIFIC JOB REQUIREMENTS
  1. Act as the Programme Unit focal person for IT tools and platforms to support CBT and CFM activities, working in close cooperation with other units, supporting the effective use and roll-out of these tools.
  2. Collaborate closely with the Supply Chain Unit to develop and implement the required retail sector support for CBT programming.
  3. Contribute to proposals, reports, and briefs with a CBT component, including by drafting and reviewing inputs, and providing support to missions, studies and assessments related to CBT.
  4. Support the identification and selection of financial sector and civil society operational partners for CBT and the management of partnership and partnership performance.

TERMS AND CONDITIONS

This position is open for one year with possibility of renewal, depending on fund availability and satisfactory performance.
